Item No. 22 <br />Memorandum <br />TO: Mayor, Mayor Pro -Tem & City Council <br />Grayson Path, Interim City Manager <br />FROM: Richard W. Salter, Jr., Chief of Police <br />SUBJECT: RESOLUTION AUTHORIZING THE APPLICATION FOR A "BULLET <br />RESISTANT SHIELD GRANT FOR FY -2023. <br />DATE: September 12, 2022 <br />BACKGROUND: The Texas State Office of the Governor, Public Safety Office has opened a <br />solicitation for applications from Law Enforcement Agencies for grant funding to purchase and <br />equip Peace Officers with bullet resistant shield (ballistic shields). State funds for this project is <br />authorized by a Budget Execution Order proposed by the Legislative Budget Board and ratified <br />by Governor Abbott on June 28, 2022, pursuant to Texas Government Code, Section 317.002 <br />and Section 317.005(b). In order to submit the online application, a Municipal Government <br />Resolution of Approval is required to accompany the application package. The deadline to apply <br />for this funding grant is September 19, 2022. <br />STATUS OF ISSUE: <br />Applications for this grant may be submitted by independent school districts, institutions of higher <br />education, units o f to calwgoyernent, the Texas Department of Public Safety and other educational <br />institutions that operate law enforcement„agencies piLjo�.peace officers under Article 2.12, <br />Texas Code of „Criminal Procedure. All applications submitted by local law enforcement <br />agencies/offices must include an authorizing resolution from their municipal government. If <br />approved, the grant funds will be utilized to equip all Paris Police Department vehicles with a <br />Level III (Rifle Rated) ballistic shield to be readily accessible to utilize in the event of an active <br />shooter threat. <br />BUDGET: There is no anticipated impact to the budget of the Police Department. This Grant <br />requires no matching funds. <br />RECOMMENDATION: Approval of the Resolution. <br />
