Regular Council Meeting <br />September 12, 2022 <br />Page 3 <br />Block 351, Lot PT of 8, 72.262 acres, City of Paris, Block 352, Lot 6 Block 351, Lot PT <br />of 8, 91.627 acres, City of Paris, Block 351, Lot PT of 9, 19.2693 acres, located in the <br />3300 Block of Jefferson Road. <br />Planning Director Andrew Mack explained that he and the city engineer met earlier that <br />day with the developer. He said the information he was bringing forward tonight was different <br />than what went out in the agenda packet last week. He said the information supplied by the <br />developer contained a lot of deviation from the City's codes. Mr. Mack recommended that the <br />public hearing be reopened to allow the developer to come forward. <br />A Motion to continue the public hearing was made by Council Member Knox and <br />seconded by Council Member Pilgrim. Motion carried, 6 ayes — 0 nays. <br />Developer Andrew Spaulding said after meeting with Mr. Mack and Mr. Donan, they had <br />agreed to scale back some of their requests, and came to an agreement on three of the requests. <br />He explained the changes as moving to 1) SF -3 to allow 50 ft by 100 ft, lot sizes and dropping <br />off the SF -2, 2) 15 foot set -backs front set back on all homes within the PD and 3) Asphalt <br />streets with concrete curb and gutters. <br />Mr. Mack recommended approval of the ordinance with the three deviations stated by <br />Mr. Spaulding. City Manager Grayson Path said staff was recommending closing the public <br />hearing and bring back to them an ordinance at the next available meeting. Mr. Path explained <br />they could not approve an ordinance because it was not in front of them tonight. <br />A Motion to close the public hearing and have staff bring back an ordinance setting out <br />the deviations that were agreed upon for Mr. Spaulding's request, was made by Council Member <br />Pilgrim and seconded by Council Member Moore Motion carried, 6 ayes — 0 nays. <br />10. Conduct a public hearing on the City's proposed tax rate for FY 2022-2023 <br />City Manager Grayson Path said there were three items before them, two of which were <br />public hearings. He said this hearing was required by law and had been called by the City <br />Council on August 22"d. Mr. Path explained the property valuations had been going up and the <br />tax rate had been going down. He said the combined proposed tax rate was $.44 next year <br />because the M&O tax rate was decreasing while the tax rate was increasing. He said this was a <br />decrease from the $.45 tax rate. <br />Mayor Portugal opened the public hearing and asked for anyone wishing to speak about <br />this item, to please come forward. With no one speaking, Mayor Portugal closed the public <br />hearing. <br />11. Conduct a public hearing on the City Manager's proposed budget for FY2022-2023 <br />Mr. Path said this was the final required public hearing prior to adoption of the budget. <br />
