Vine, Assistant City Manager <br />SUBJECT: Authorization to Pursue 2023-2024 Texas Community Development Block <br />Grant Program — U.S. Department of Housing and Urban Development <br />DATE: September 26, 2022 <br />BACKGROUND: <br />The opportunity to apply for the 2023-2024 Texas Community Development Block Grant Program <br />is upon us. This grant opportunity targets infrastructure improvements to address the conditions <br />that contribute to the deterioration in an area having no or inadequate services to meet current <br />standards. The grant lists eligible activities that must benefit a 51 % low to moderate -income (LMI) <br />area. Examples of eligible activities are: <br />• Water System Improvements <br />• Wastewater System Improvements <br />• Road/Street Improvements <br />• Drainage Improvements <br />• Gas System Improvements <br />The maximum award of this grant is $500,000 with municipalities with a population over 10,000 <br />required to have a local match of 15%. Applications for this grant are due in the spring of 2023. <br />STATUS OF ISSUE: <br />While the application for this grant is not due until the spring of 2023, staff is compiling a list of <br />potential projects and compiling information in an effort to stay ahead of the deadline and allow <br />for proper planning for any project(s) selected. Staff is seeking authorization to issue requests for <br />proposals for administrative services (RFP) and requests for qualifications (RFQ) for the 2023- <br />2024 Texas Community Development Block Grant Program. <br />
