Vine, Assistant City Manager SUBJECT: Authorization to Pursue 2023-2024 Texas Community Development Block Grant Program — U.S. Department of Housing and Urban Development DATE: September 26, 2022 BACKGROUND: The opportunity to apply for the 2023-2024 Texas Community Development Block Grant Program is upon us. This grant opportunity targets infrastructure improvements to address the conditions that contribute to the deterioration in an area having no or inadequate services to meet current standards. The grant lists eligible activities that must benefit a 51 % low to moderate -income (LMI) area. Examples of eligible activities are: • Water System Improvements • Wastewater System Improvements • Road/Street Improvements • Drainage Improvements • Gas System Improvements The maximum award of this grant is $500,000 with municipalities with a population over 10,000 required to have a local match of 15%. Applications for this grant are due in the spring of 2023. STATUS OF ISSUE: While the application for this grant is not due until the spring of 2023, staff is compiling a list of potential projects and compiling information in an effort to stay ahead of the deadline and allow for proper planning for any project(s) selected. Staff is seeking authorization to issue requests for proposals for administrative services (RFP) and requests for qualifications (RFQ) for the 2023- 2024 Texas Community Development Block Grant Program.
