Vine, Assistant City Manager <br />SUBJECT: Authorize Staff to Draft Agreement with Greater Paris Development Foundation <br />Regarding Access to 4" Street S.W. Lift Station Road for Inclusion in the Northeast <br />Texas Trail <br />DATE: October 10, 2022 <br />BACKGROUND: <br />In March of this year, staff met with Secretary of the Greater Paris Development Foundation, Pat Bassano, <br />and Don Biard, attorney working with this organization, to discuss plans to close a " 3 mile Gap" in the <br />Northeast Texas Trail between 4th Street SW and and County Road 22500 just south of Kimberly-Clark. . <br />During this meeting, the option of including a lift station road, (Woodard's Lift Station), owned and <br />maintained by the City, located north of Orange Street and just west of 4' Street SW as part of the trail was <br />considered as an option. The road is approximately .35 miles long and dead ends at the Woodard's Lift <br />Station. <br />Staff discussed the existence of a flow equalization basin next to the lift station at this location and advised <br />Bassano that an unpleasant odor might be present at different times and did not want this to have a negative <br />impact on the reputation of the trail. This did not appear to be a deterring factor to Bassano and future <br />meetings were discussed to pursue this option. <br />STATUS OF ISSUE: <br />Since March, staff has met with Pat Bassano on a few different occasions and it appears the plan to <br />incorporate the lift station road just West of 4"' Street SW as part of the trail is the most desirable plan for <br />eliminating the 3 mile gap in the existing trail. <br />Staff does not see any issues with this option, permitting the City maintains the ability to access the lift <br />station by way of this road for the foreseeable future when the trail is completed. <br />While The Greater Paris Development Foundation has indicated a desire to pursue this option, staff is <br />seeking approval to work on an agreement between the City and The Greater Paris Development Foundation <br />
