<br />19. Discuss and act on ORDINANCE NO. 2022-065: AN ORDINANCE OF THE CITY
<br />COUNCIL OF THE CITY OF PARIS, TEXAS, AMENDING ZONING ORDINANCE
<br />NO. 1710 OF THE CITY OF PARIS, TEXAS, AS HERETOFORE AMENDED, SO AS
<br />TO REZONE CITY OF PARIS BLOCK 32-B, LOT 1-A THROUGH 1-K, LOCATED
<br />IN THE 1000 BLOCK OF PINE BLUFF STREET, LCAD 13823, FROM A TWO-
<br />FAMILY DWELLING DISTRICT (2F) TO A FOUR -FAMILY DWELLING DISTRICT
<br />(4F); DIRECTING A CHANGE ACCORDINGLY IN THE OFFICIAL ZONING MAP
<br />OF THE CITY; PROVIDING A REPEALER CLAUSE, A SEVERABILITY CLAUSE,
<br />A SAVINGS CLAUSE, A PENALTY CLAUSE; AND PROVIDING AN EFFECTIVE
<br />DATE.
<br />Mr. Mack said the applicant planned to redevelop an. old school site on Pine Bluff to
<br />accommodate primarily duplexes and potentially a triplex or quad-plex mid -block. Mr. Mack
<br />also said the City had received two oppositions, that the Plannng:and Zoning Commission
<br />recommended approval, as did City Staff. Mayor Pro -Tem Hughes inquired about the two letters
<br />of opposition. Mr. Mack said they were concerned about who might belivng there.
<br />Mayor Portugal opened the public hearing and asked for anyone wishing to speak in
<br />support or opposition of this item; to` please come forward. With no one speaking, Mayor
<br />Portugal closed the public hearing.

<br />COUNCIL OF THE CITY OF PARIS, TEXAS, AMENDING ZONING ORDINANCE
<br />NO. 1710 OF THE CITY OF PARIS, TEXAS, AS HERETOFORE AMENDED, SO AS
<br />TO REZONE CITY OF PARIS BLOCK 3511,,LOT PT OF 8, 76.262 ACRES, CITY OF
<br />PARIS, BLOCK 352, LOT 6 BLOCK 351, LOT PT OF 8, 91.627 ACRES, AND CITY
<br />OF PARIS, BLOCK 351, LOT PT OF 9, 19.2693 ACRES, LOCATED IN THE 3300
<br />BLOCK OF JEFFERSON ROAD (LCAD 22769, 109121, AND 106259), IN THE CITY
<br />OF PARIS, LAMAR COUNTY, TEXAS, FROM AN AGRICULTURAL DISTRICT
<br />(A) TO A PLANNED DEVELOPMENT DISTRICT (PD); DIRECTING A CHANGE
<br />ACCORDINGLY IN THE OFFICIAL ZONING MAP OF THE CITY; PROVIDING A
<br />REPEALER CLAUSE, A SEVERABILITY CLAUSE, A SAVINGS CLAUSE, A
<br />PENALTY CLAUSE; AND PROVIDING AN EFFECTIVE DATE.
<br />Mr. Mack said at their last meeting, the City Council approved the rezoning for the
<br />Forestbrook Development by adding three new conditions of approval to the two recommended
<br />conditions by the Planning and Zoning Commission. He said the added conditions included: 1)
<br />SF -3 for all single family lot size and dimension requirements, 2) 15 ft. front yard setbacks for
<br />all single-family lots, and 3) asphalt streets. Mr. Mack said the original recommended conditions
<br />were: 1) the developer would be required to submit a Traffic Impact Analysis according to
<br />TxDOT requirements for review with the Master Development Plat, and 2) the developer must
<br />enter into a Development Agreement with the City of Paris for construction of the major arterial
<br />
