Item No. 13 <br />TO: Mayor, Mayor Pro Tem and City Council <br />Grayson Path, City Manager <br />FROM: Andrew Mack, AICP Director Planning & Community Development <br />SUBJECT: Priority Policy Regarding Building & Standards Commission (BSC) Demolition <br />Orders for Structures Adjacent to Executed 5 In 5 Infill Housing Contract <br />Properties <br />DATE: October 24, 2022 <br />BACKGROUND & DISCUSSION <br />Attached please find an agenda request form from Council Member Knox regarding condemned <br />properties adjacent to 5 In 5 Infill Housing Program sites. The administrative policy for properties <br />with BSC orders for demolition gives a priority status for structures that have: 1. Burned or <br />destroyed by fire. 2. Structures along major traveled roadways. Staff is fully supportive of adding <br />a third equal level priority for structures that are adjacent to or on the same block as 5 In 5 Infill <br />Housing Program sites that are under a Council approved contract with a builder/investor. <br />RECOMMENDATION <br />City Council can either seek to amend the 5 in 5 Program directly, or staff can administratively <br />add this as a priority for BSC ordered properties. We do not directly address demolition of lots <br />in the 5 in 5 program policy as it is meant to address the incentives offered, application and review <br />process for the program, so it is staff recommendation that we add this administratively to our <br />practices by council direction tonight. <br />Page 1 of 1 <br />
