Nos. 16-19 <br />hvll� M, �MIIMM <br />TO: Mayor, Mayor Pro Tem & City Council <br />FROM: Grayson Path, City Manager <br />Rob Vine, Assistant City Manager <br />Doug Harris, Utilities Director <br />SUBJECT: Waste Water Treatment Plant Project — Status Update <br />DATE: October 24, 2022 <br />BACKGROUND: <br />On October 10, 2022, the City Council heard a status update on the Waste Water Treatment Plant <br />(WWTP) Project, including the lowest bid for Phase I of the project as well as estimated utility <br />rate increases we will need in order to issue the necessary financing to fund the project. The City <br />Council agreed that we must move forward with this project and to therefore bring back the bid <br />for awarding, the rate proposal for adjustment, and the bonding documents for issuing of long term <br />financing to fund the project. For detailed information regarding the history leading up to this <br />point, please refer back to the October 10, 2022 City Council Meeting Agenda Memo. <br />STATUS OF ISSUE: <br />Tonight, the City Council has before them four separate agenda items. This agenda memo will <br />address all four items. <br />Item #1 is to award a bid for Phase I of the WWTP to Thalle Construction Co., Inc. in the <br />amount of $65,118,950.00. Our third party engineering firm, Garver Engineering, has <br />reviewed the bid and found it to be complete. <br />2. Item 42 is to approve Change Order #1 to the above approved bid. Upon opening the bids <br />and realizing how much costs have exceeded our expectations, Garver Engineering and <br />City Staff worked with the lowest bidder, Thalle, to identify adjustments in order to reduce <br />the price. Given how lean our project already is as well as the necessity of what has been <br />planned to be constructed, we were only able to identify $2,266,308.00 in adjustments to <br />remove from the project. Those adjustments are spelled out in the attached documents and <br />staff will be prepared to discuss any questions you may have. We believe that these <br />adjustments will not negatively impact our project. With this, Change Order 41 will reduce <br />
