<br />~ <br /> <br />SURVEY GRANTS <br /> <br />National Register Survey Grants are annually <br />allocated by the Texas Historical Commission <br />to assist in the compilation of an inventory of <br />the State's cultural resources and to provide <br />basic planning data. These grants are allocated <br />from the National Register Annual Work Pro- <br />gram Grant awarded to the State of Texas by <br />the Department of the Interior. The Texas <br />Historical Commission, administrator of the <br />National Register Program in Texas, selects <br />surveys which will contribute to the State's <br />Preservation Plan and makes awards in con- <br />junction with the National Park Service, De- <br />partment of the Interior. <br /> <br />As with other grants awarded through the Texas <br />Historical Commission, survey grants must be <br />matched on a 50.50 basis. Since the funding is <br />federal in origin, only non-federal monies may <br />be used as a match, with the exception of <br />General Revenue Sharing and Community De- <br />velopment Block Grant monies. <br /> <br />PRE-APPLICATION PROCEDURES <br /> <br />A signed National Register Survey Grant Pre. <br />Application Form must be submitted to the <br />Texas Historic31 Commission in order for a <br />nonprofit organization or governmental entity <br />to be eligible for a survey grant. <br /> <br />A pre-application for a Survey Grant need not <br />propose an elaborate project description with a <br />specific time schedule. The pre-application <br />should, however, briefly describe the need. the <br />proposed work, probable professionals, expected <br />costs with matching capabilities, anticipated <br />project duration, and any deadlines and specific <br />schedules the applicant must adhere to. If a <br />Survey Grant is awarded, a Project Proposal for <br />specific work' based on a set time schedule will <br />be required for review and approval prior to <br />project commencement. <br /> <br />The deadline for receipt of these completed pre~ <br />applications is normally June 1st of each yeu. <br /> <br />GRANT AWARDS <br /> <br />Announcement of the Survey Grant awards <br />will be made by the Historical Commission as <br />early as possible in each fj,. "ear, but because <br /> <br />the actual date of this award is dependent upon <br />federal funding, it may vary from year to year. <br />Too rigid a time schedule for completion of <br />projects should therdore not be proposed. <br /> <br />Each grant award is contingent upon submittal <br />of an acceptable Project Proposal within two <br />months of the date of announcement. Grant <br />Awards for those projects failing to submit an <br />acceptable Project Proposal by this deadline <br />will automatically revert to the Texas Historical <br />Commission for reallocation to another worthy <br />project. <br /> <br />PROJECT PROPOSAL <br /> <br />A detailed description of what is to be accom- <br />plished with this grant award must be submitted <br />for the approval of the Texas Historical Commis- <br />sion prior to project implementation. This <br />Project Proposal should include: <br /> <br />(I) Description of the existing circumstances <br />prompting the need for this survey <br /> <br />(2) Proposed scope of work; what can be <br />expected to be accomplished <br /> <br />(3) Project personnel and their professional <br />qualifications <br /> <br />(4) Budget Summary and a Detailed Budget <br />Breakdown and Narrative. A budget narrative <br />must be submitted with the proposed budget to <br />explain expenditures, by item. Calculations <br />justifying all entries should be shown. Identify <br />all sources of matching funds. Applicants must <br />match the amount requested with non-federal <br />cash funds on a 50-50 basis. <br /> <br />NOTE: Cost associated with activities to inilucnce <br />legis!J.tion pending before the Congress, commonly <br />referred to as "lobbying," are unallowable as charges to <br />the National Park Service Historic Preservation Fund. <br />These grants must conform to provisions of 18 use <br />1913: "No part of the money appropriated by :lOY <br />enactment of Congress, may be used directly or in. <br />directly to pay for :lfiY personal service, advertisement, <br />telegram, telephone, letter, printed or written matter, <br />or other device, intended or designed to innuence in any <br />manner :l Memllcr of COllf'.rcs.), to favor or oppo.';e, by <br />vote or otherwise, allY k~',L)l;ltion or appropnatioll by <br />Congress, whether before or after the introduction of <br />any bill or resolution proposin!: such 1e~,islation or <br />appropriation: but this sh.l1 not prevent officers or em. <br />ployees of the United States or its departments or <br />a~encies from communicating to Members of Con!;Iess <br />on the request of any Member or to Congress, through <br />the proper officia.l channels, requests for legislation or <br />appropnation whi<.:h they ueem necessary for the effi- <br />cient conduct of the public business." <br />
