Discuss, conduct a public hearing and act on an Ordinance regarding the petition of Kevin Clarkson for a Comprehensive Plan Amendment from Low Density Residential (LDR) to Medium Density Residential (MDR) in the Gibbons -Braden Addition, Block 5, Lot 4-A & 5, located at 1244 S.E. 14a' Street (LCAD 11558). 22. Discuss, conduct a public hearing and act on an Ordinance regarding the petition of Kevin Clarkson for a change in zoning from a One -Family Dwelling No. 3 (SF -3) to a Two -Family Dwelling District (2F) in the Gibbons -Braden Addition, Block 5, Lot 4-A & 5, located at 1244 S.E. 14th Street (LOAD 11558). 23. Discuss and act on an Ordinance canvassing the returns for the Special City -Wide Election held November 8, 2022, for amendments to the City Charter of the City of Paris, and declaring the results of said election. 24. Discuss and act on an Ordinance directing the City Attorney to revise the Home Rule Charter of the City of Paris in accordance with Proposition X approved by Voters on November 8, 2022. 25. Discuss and approve the Resolution appointing Todd Mittage as the City Engineer. 26. Receive presentation from Rob Vine with regard to outsourcing solid waste. 27. Discuss and act on an Agreement with DCC, Inc. for refurbishment and resurfacing of the city pool and patio deck, and authorize the City Manager to execute all necessary documents. 28. Discuss and act on a Lease Agreement for the Event Center between the City of Paris and Samantha Hughes; and authorize the City Manager to execute all necessary documents. 29. Discuss and act on an Ordinance setting forth Registration Requirements and Credit Extension Guidelines for Credit Access Businesses by adding Article 5.12, "Credit Access Businesses," to Chapter 5, "Business Regulations," of the City of Paris Code of Ordinances. 30. Reconsider, discuss and possibly act on the refinement of the City of Paris' policy on the demolition of homes as related to the 5 In 5 Neighborhood Revitalization Program. 31. Convene into executive session pursuant to Section 551.074 of the Texas Government Code, to deliberate the appointment, employment, evaluation, reassignment, duties, discipline, or dismissal of a public officer or employee as follows: annual evaluation of the municipal judge. 32. Reconvene into open session and possibly take action on those matters discussed in executive session. 33.
