Item No. 20 <br />lVemorandum <br />TO: Mayor, Mayor Pro Tem and City Council <br />Grayson Path, City Manager <br />FROM: Andrew Mack, AICP Director Planning & Community Development <br />SUBJECT: Public hearing to consider and take action regarding the petition of Cheyney Bryan on <br />behalf of Bill Roetcisoender for a change in zoning from a Two -Family Dwelling <br />District (2F) to a Multiple -Family Dwelling District No. 1 (MF -1) in the City of Paris, <br />Block 112-C, Lot 7 & 8-A, LCAD 15790, located at 578 SE 15th St. <br />DATE: November 14, 2022 <br />BACKGROUND <br />The applicant requested a rezoning change from 2F to MF -1 to permit the construction of 5 new duplexes. <br />Staff has reviewed a rough sketch drawing showing 5 new structures and a private drive as the intended <br />use of the property. <br />ANALYSIS <br />The subject property is zoned 2F, is guided for Low Density Residential and is a vacant lot. <br />• The land to the West is zoned 2F, is guided for Low Density Residential and contains single family <br />apartment homes. <br />• The land to the North is zoned 2F, is guided for Low Density Residential, and is undeveloped fronting <br />Sherman and duplex and single family homes along the West side of 15th Street. <br />• The land to the East is zoned 2F, is guided for Low Density Residential and duplex and single family <br />homes along the East side of 15th Street. <br />• The land to the South is Zoned 2F, is guided for Low Density Residential and is single family homes <br />along Neatherly. <br />The change in zoning will be consistent with the Comprehensive Plan, if approved for amendment. The <br />proposed residential use of the property is consistent with the existing residential character and uses in this <br />immediate street area. The change in zoning will pen -nit the construction of the needed new residential <br />housing in the community. A 5 In 5 Infill Housing project is planned. <br />INPUTS <br />1 input was received in objection to the proposed change in zoning due to sewer and water concerns on <br />15' St. SE. (please see attached input form). <br />RECOMMENDATION <br />At its meeting held on H /7/22, the P&Z unanimously recommended approval of the request. <br />Staff recommends approval of the requested change in zoning from 2F to MF -1. <br />
