Item No. 20 lVemorandum TO: Mayor, Mayor Pro Tem and City Council Grayson Path, City Manager FROM: Andrew Mack, AICP Director Planning & Community Development SUBJECT: Public hearing to consider and take action regarding the petition of Cheyney Bryan on behalf of Bill Roetcisoender for a change in zoning from a Two -Family Dwelling District (2F) to a Multiple -Family Dwelling District No. 1 (MF -1) in the City of Paris, Block 112-C, Lot 7 & 8-A, LCAD 15790, located at 578 SE 15th St. DATE: November 14, 2022 BACKGROUND The applicant requested a rezoning change from 2F to MF -1 to permit the construction of 5 new duplexes. Staff has reviewed a rough sketch drawing showing 5 new structures and a private drive as the intended use of the property. ANALYSIS The subject property is zoned 2F, is guided for Low Density Residential and is a vacant lot. • The land to the West is zoned 2F, is guided for Low Density Residential and contains single family apartment homes. • The land to the North is zoned 2F, is guided for Low Density Residential, and is undeveloped fronting Sherman and duplex and single family homes along the West side of 15th Street. • The land to the East is zoned 2F, is guided for Low Density Residential and duplex and single family homes along the East side of 15th Street. • The land to the South is Zoned 2F, is guided for Low Density Residential and is single family homes along Neatherly. The change in zoning will be consistent with the Comprehensive Plan, if approved for amendment. The proposed residential use of the property is consistent with the existing residential character and uses in this immediate street area. The change in zoning will pen -nit the construction of the needed new residential housing in the community. A 5 In 5 Infill Housing project is planned. INPUTS 1 input was received in objection to the proposed change in zoning due to sewer and water concerns on 15' St. SE. (please see attached input form). RECOMMENDATION At its meeting held on H /7/22, the P&Z unanimously recommended approval of the request. Staff recommends approval of the requested change in zoning from 2F to MF -1.
