Vine, Assistant City Manager <br />SUBJECT: Update Regarding Outsourcing Solid Waste Service <br />DATE: November 14, 2022 <br />BACKGROUND: After experiencing staffing issues that negatively affected our ability to <br />consistently collect trash this summer, City Manager Path worked with staff and the City Council <br />to transition from twice per week pickup to once per week. During this time, the Council instructed <br />staff to research all options, including outsourcing the city's solid waste collection service, and <br />report back at a later date with findings. <br />STATUS OF ISSUE: In June of 2022, Lynn Lantrip, with Solid Waste Specialists, (SWS), <br />contacted staff regarding an opportunity to meet and discuss the city's solid waste service. <br />Conversations followed and staff reviewed a sample proposal for services with regard to preparing <br />an RFP to outsource the city's solid waste service. Staff conducted research and satisfactorily <br />vetted SWS by speaking with other municipalities that had utilized SWS for the RFP process. <br />On October 10, 2022, staff and Mayor Pro Tem Hughes met with Lynn Lantrip, (SWS), and <br />discussed their professional experience, services, the status of the city's solid waste collection <br />services, and the RFP process. The pros and cons of maintaining this service with staff were <br />discussed along with the pros and cons of outsourcing this service. <br />At the end of the meeting, staff requested Mr. Lantrip attend the January 23, 2023, City Council <br />meeting to discuss the process of outsourcing the solid waste service and provide a presentation <br />detailing the services SWS can provide the City. <br />BUDGET: This presentation will not affect the budget. <br />OPTIONS: Update only. <br />RECOMMENDATION: Update only — no recommendation required. <br />
