Agreement for refurbishment and resurfacing of the City Pool and <br />Patio Deck <br />DATE: November 14, 2022 <br />BACKGROUND: The City Pool provides citizens a place to take their children during the <br />summer months and is several years past due for the completion of considerable repairs, <br />specifically refurbishing and resurfacing of the swimming pools and the patio decks. Without <br />these necessary repairs, the city pool would quickly become unusable and the decision to keep the <br />pool in operation or permanently close it would be at the forefront. <br />STATUS OF ISSUE: Staff contacted DCC, INC., a certified Texas BuyBoard Vendor, and <br />received a tailored quote to complete the repairs necessary to save the pool from further damage <br />and allow it to remain open and safe. Because DCC, INC. is a certified Texas BuyBoard Vendor, <br />the bid process was not necessary. <br />The repairs include, resurfacing the outdoor pool and kiddie pool with a quartz finish and <br />resurfacing the outdoor pool deck and bathrooms. These repairs also include removing the failed <br />texture and profile, stabilizing cracks, making necessary plaster preparations, clean up and debris <br />removal. <br />The plaster on the pool is the original plaster from 1996, when the pool opened, and is 26 years <br />old. Pool plaster lasts approximately 10-15 years, meaning, at the very least, the plaster should <br />have been replaced 11 years ago. The "cool deck" around the pool generally lasts 8-10 years. The <br />deck around the pool was resurfaced in 2013, and is 9 years old and has some substantial cracks <br />at this time prompting these repairs. <br />The total cost of this project is $228,136.92. If pushed into the future, the cost of these repairs will <br />substantially increase as the price of the materials used in this project are forecast to increase <br />dramatically after December of 2022. <br />
