MINUTES OF REGULAR MEETING <br />AIRPORT ADVISORY BOARD <br />107 EAST KAUFMAN STREET <br />PARIS, TEXAS <br />THURSDAY SEPTEMBER 15,2022,5:30 P.M. <br />The Airport Advisory Board was called to order at 5:30 p.m. by Airport Manager Paul Strahan. <br />Members present: Scott Jackson, Jeffrey Nichols, and LeAndra Maughon. <br />City Representatives: Council Member Gary Savage; Assistant City Manager Robert Vine; Airport <br />Manager Paul Strahan <br />2. Receive Report from the Airport Manager. <br />• Introductions <br />Each Airport Advisory Board Member and each City Representative introduced themselves. <br />• Advertisement for the Airport <br />Mr. Strahan explained the different websites used to advertise the fuel prices for the airport, as <br />follows: FaceBook, AirNav, ForeFlight, Skyvector, and the city website for the airport. <br />• Previous Fly -In <br />Mr. Strahan talked about the previous airport fly—in, which was held on July 9, 2022. He said <br />there was a good turnout, with 87 planes and approximately 300 people in attendance. He also <br />said the airport had three food trucks on site. Mr. Strahan reported three companies offered items <br />to raffle, the airport offered two items to raffle, as well has donated 330 bottles of water. <br />• Different Types of Airport Funding <br />Mr. Strahan explained the different types of funding the airport has opportunities to make <br />application, from the FAA and TXDOT. He explained that Infrastructure Bill (IIJA Funds) passed <br />late last year but the airports had received no direction as how to spend the funds. He said the <br />infrastructure money will be for five straight years of funding for the airport with no date as to <br />when the funds are required to be spent. Mr. Strahan also explained Non — Priority Entitlements <br />(NPE) Funds were allotted in the amount of $150K per year and could be banked up to four years. <br />He emphasized if the funds were not spent prior to the four years, they were required to be returned <br />to FAA or TXDOT. Mr. Strahan said the airport has banked four years of NPE funds, which will <br />help cover the cost of the runway project. He explained that the Routine Airfield Maintenance <br />Program (RAMP) Grant is money from TXDOT and was up to $ l OOK each year, with one-half <br />being reimbursable. He also said money from the grant could only be used in certain areas. <br />• Runway Project <br />Mr. Strahan stated the airport planner and TXDOT engineer came to the airport to talk about the <br />upcoming runway project. He explained that the date for the runway project comes from TXDOT <br />and not from the airport. Mr. Strahan said the airport still did not have a date for the runway project; <br />TXDOT was awaiting a Project Manager to be assigned to the project. He said the cost of the <br />runway project was $2.75M, and that the original work planned had changed due to pushing the <br />project back year after year, and addition of the ever changing inflation situation. <br />
