Item No. 7 <br />Memorandum <br />TO: Mayor, Mayor Pro -Tem & City Council <br />FROM: Grayson Path, City Manager <br />SUBJECT: CIVIL SERVICE COMMISSION APPOINTMENT <br />DATE: December 12, 2022 <br />BACKGROUND: <br />Because our Police and Fire Departments operate under a civil service system, we are required to <br />have a local three-member civil service commission. Members' terms vary in length, so do not <br />expire at one time. Pursuant to Local Government Code § 143.006(b), the City Manager is <br />required to appoint commission members and City Council confirms the appointments. <br />The Civil Service Commission is tasked with maintaining local rules and regulations under the <br />guidance laid out in Chapter 143. These rules spell out entry requirements, promotional <br />requirements, disciplinary standards, appeal process, etc. From all of this, their primary roles are <br />to maintain the rules and regulations as well as hear appeals from civil service members as needed. <br />STATUS OF ISSUE: <br />Ms. Melba Harris was appointed to the Civil Service Commission in January of 2020, her term <br />expires December 31, 2022, and she wishes to serve again. Ms. Harris has extensive knowledge <br />of the Civil Service Commission, as she previously served as the City's Civil Service Commission <br />Director. <br />BUDGET: <br />N/A <br />RECOMMENDATION: <br />Confirm appointment of Melba Harris to serve on the Civil Service Commission. <br />
