Item No. 7 Memorandum TO: Mayor, Mayor Pro -Tem & City Council FROM: Grayson Path, City Manager SUBJECT: CIVIL SERVICE COMMISSION APPOINTMENT DATE: December 12, 2022 BACKGROUND: Because our Police and Fire Departments operate under a civil service system, we are required to have a local three-member civil service commission. Members' terms vary in length, so do not expire at one time. Pursuant to Local Government Code § 143.006(b), the City Manager is required to appoint commission members and City Council confirms the appointments. The Civil Service Commission is tasked with maintaining local rules and regulations under the guidance laid out in Chapter 143. These rules spell out entry requirements, promotional requirements, disciplinary standards, appeal process, etc. From all of this, their primary roles are to maintain the rules and regulations as well as hear appeals from civil service members as needed. STATUS OF ISSUE: Ms. Melba Harris was appointed to the Civil Service Commission in January of 2020, her term expires December 31, 2022, and she wishes to serve again. Ms. Harris has extensive knowledge of the Civil Service Commission, as she previously served as the City's Civil Service Commission Director. BUDGET: N/A RECOMMENDATION: Confirm appointment of Melba Harris to serve on the Civil Service Commission.
