Item No. 15 r TO: Mayor, Mayor Pro -Tem and City Council Grayson Path, City Manager FROM: Andrew Mack, AICP Director Planning & Community Development SUBJECT: Consideration of and action on the Replat of the Park Place Shopping Center Unit One Addition, Lots 3A, 3B and 3C, LCAD Property 18578, located at 3064 Clarksville Street. MTG. DATE: December 12, 2022 BACKGROUND The applicant requests approval of a Replat. The property is zoned PD and is the site of the former Sears Store. The intended purpose for the platting is to separate a larger parcel into 3 to facilitate the sale of part of the shopping center for the conversion into a storage facility. The replat was recommended for approved by the P&Z on 12/5/22. RECOMMENDATION Staff recommends approval of the replat, subject to the following recommended engineering conditions: 1. There are obstructions within the called 24' wide emergency access easement on the east side of the building. These obstructions include painted parallel parking spaces, an awning and a concrete loading ramp. For this to be an acceptable emergency access easement, these obstructions should be removed. Chapter 9, Exhibit A, Section V (8). 2. The called 35' wide emergency access easement running east/west on the north side of the existing building should be 30' wide. This is based on the existing parking striping and a measured width of only 30' between the parking spaces. Chapter 9, Exhibit A, Section V (8). 3. If the lot is owned by another entity (e.g. Lot 2), then a cross access easement cannot be added by this plat on Lot 2 unless that owner also agrees and signs this plat. Chapter 9, Exhibit A, Section V (8). 4. It appears that Tokyo Express (Lot 7) has an old billboard, a row of parking and a dumpster enclosure on Lot 3-C. Please confirm and show this on the replat with labels. Chapter 9, Exhibit A, Section IV (6). a. If these items are in fact on Lot 3-C, then some sort of access easement should be granted to Lot 7 through this plat. Chapter 9, Exhibit A, Section V (8).
