principle, a new permit and inspection system and process has been established. This system <br />allows for better performance and tracking on My Gov of the specific service requested and <br />allows us to establish fees that are more in proportion with the service offered. <br />By reviewing our current processes, we have realized the existence of numerous permits and <br />services that currently are without established fees. This process has also allowed us to utilize <br />time and motion studies to assess current fees to determine where adjustments are required. In <br />addition, a fee study of Texas municipalities with similar populations was completed to compare <br />our current fee schedules. As a result of these reviews, modifications to our current fee schedule <br />are proposed for updating. The proposed fees will more accurately cover operational costs, <br />shifting more, but not all of the costs directly to those receiving the specialized services and <br />diminishing the burden on the general taxpayer. <br />This proposal covers our Community Development Building Permitting and Planning & Zoning <br />Department, Public Works Department, Fire Marshal Department, and Engineering Department <br />Fees. We would recommend annual or at least biennial review of this fee schedule to ensure the <br />fee structure remains appropriate and within industry standards. <br />The City Council can choose to approve all proposed fee changes, some of the proposed fee <br />changes, none of the proposed fee changes, or request additional information and/or edits. <br />Attached are: <br />• Proposed Fee Schedule Ordinance <br />• Proposed Fee Schedule with current fee comparison <br />• Proposed Fee Schedule with time and motion study <br />• Texas City comparisons <br />• Estimated Departmental hourly operational cost <br />RECOMMENDATION <br />Staff recommends adoption of an ordinance amending the Community Development Building <br />and Planning & Zoning, Public Works, Fire and Engineering Permit and Services Fees. <br />Page 2of2 <br />
