Underlined indicates new material. <br />Amendments relating to renumbering, statutory references, and gender neutral language made <br />as directed by Ordinance No. 2022-085 pursuant to the passage of Proposition X. <br />ARTICLE I <br />INCORPORATION; FORM OF GOVERNMENT; TERRITORY <br />§ 1 Incorporation. <br />The inhabitants of the City of Paris, within the corporate limits as now established or as hereafter <br />established in the manner provided by this Charter, shall continue to be a municipal body politic <br />and corporate in perpetuity, under the name of the "City of Paris." <br />§ 2 Form of government. <br />The municipal government provided by this Charter shall be known as the "council manager <br />government". Pursuant to its provisions and subject only to the limitations imposed by the state <br />constitution and by this Charter, all powers of the city shall be vested in an elective council, <br />hereinafter referred to as "the council', which shall enact local legislation, adopt budgets, <br />determine policies, and employ the city manager, who shall execute the laws and administer the <br />government of the city. All powers of the city shall be exercised in the manner prescribed by this <br />Charter, or if the manner be not prescribed, then in such manner as may be prescribed by <br />ordinance. <br />§ 3 Boundaries. <br />The city shall maintain a current, accurate map of its boundaries in the manner required by state <br />law. <br />(Resolution 2007-055 adopted 5/21/07, Prop. 4) <br />§ 4 Creation of district boundaries. <br />The City of Paris shall be divided into seven single -member districts for voting purposes only. <br />The boundaries of each said district shall be depicted on the official voting district map of the <br />City of Paris and shall be established in accordance with state and federal laws as they may, from <br />time to time, be amended. <br />(Ordinance 95-053, sec. 1, adopted 9/13/95) <br />ARTICLE II <br />CORPORATE AND GENERAL POWERS <br />§ 5 Powers of the city. <br />The city shall have all the powers granted to municipal corporations and to cities by the <br />constitution and laws of the State of Texas, together with all the implied powers necessary to <br />
