Item No. 14 <br />TO: Mayor, Mayor Pro Tem & City Council <br />FROM: Grayson Path, City Manager <br />Rob Vine, Assistant City Manager <br />SUBJECT: City Council Strategic Plan <br />DATE: January 9, 2023 <br />BACKGROUND: <br />The City Council met in June 2022 for the purpose of identifying a Strategic Plan made up of a <br />Vision, Mission Statement and Goals for the City of Paris. This Strategic Plan is intended to guide <br />the City in the development and implementation of its fiscal budget for the next ten years, with the <br />flexibility of knowing that future City Councils will review and amend as needed to keep this <br />Strategic Plan relevant and effective. To complete this project, the City hired a consultant who <br />assisted in the formation of the Vision, Mission Statement and Goals, and then subsequently <br />advised on the formation of action items, which was to be completed by the City Manager <br />following the City Council retreat. <br />STATUS OF ISSUE: <br />The City Manager convened a meeting with Mayor Portugal, Mayor Pro Tem Hughes, and <br />Assistant City Manager Vine to review the Vision, Mission Statement and Goals produced from <br />the City Council retreat and to develop the final Strategic Plan, complete with Action Items. Goals <br />are implemented via action items, the formation of which was the next step after the June 2022 <br />City Council retreat. The intent is for goals to last years while action items under these goals are <br />produced, considered and completed on a more regular basis. It was agreed that the best method <br />was to take the action items identified in the FY22/23 Budget and incorporate those under the <br />Strategic Plan's goals. When reviewing the goals produced at the City Council retreat and the <br />FY22/23 budgeted items as identified in the City Manager's Executive Summary, it was <br />discovered that they were much aligned with great overlap, as will be seen in the attached <br />Resolution and Strategic Plan. <br />
