Item No. 22 <br />Memorandum <br />TO: Mayor <br />Mayor Pro Tem <br />City Council <br />FROM: Grayson Path, City Manager <br />SUBJECT: CONFIRMATION OF INTERIM EMS CHIEF <br />DATE: January 23, 2023 <br />BACKGROUND: <br />Russell Thrasher, EMS Chief, resigned effective January 9, 2023. It is now the City Manager's <br />task to fill the position, but in order to maintain operations; he has identified an individual qualified <br />and capable to serve as Interim EMS Chief. <br />Pursuant to the City of Paris Charter, Section 23, "the appointment of department heads shall be <br />subject to the approval of the council." While the City Manager is not at this time appointing a <br />permanent department head, he believes it appropriate to keep the City Council informed regarding <br />his selections for Interim Department Heads and request your approval of them. <br />STATUS OF ISSUE: <br />The City Manager wishes to appoint Thomas McMonigle, Fire Chief, to serve as Interim EMS <br />Chief. Chief McMonigle has over 36 years of experience with the City and has served as Fire Chief <br />for the last two years. The City Manager hereby requests that the City Council vote to confirm <br />Thomas McMonigle as the Interim EMS Chief. He will continue his role as Fire Chief as well. <br />BUDGET: <br />An appropriate pay adjustment will be given to Chief McMonigle to compensate for the added <br />duties and responsibilities. That amount will be determined by methods used to determine previous <br />Interim role adjustments and will be available upon request. <br />
