Item No. 24 <br />Memorandum <br />TO: Mayor, Mayor Pro -Tem and City Council <br />Grayson Path, City Manager <br />FROM: Andrew Mack, AICP Director Planning & Community Development <br />SUBJECT: Conduct a public hearing and take action regarding the petition of the City of <br />Paris to amend the Future Land Use Map in the City of Paris, Block 281 for the <br />following LCAD parcels as indicated: <br />• A minor Comprehensive Plan amendment from Low Density Residential <br />(LDR) to Medium Density Residential (MDR) on LCAD Parcel 18408. <br />• A minor Comprehensive Plan amendment from Low Density Residential <br />(LDR) to Commercial (C) on LCAD Parcels 18392, 39576, and 18406. <br />• A minor Comprehensive Plan amendment from Part of Low Density <br />Residential (LDR) to Commercial (C) on LCAD Parcels 119049, 18402, <br />39538, and 38005. <br />• A minor Comprehensive Plan amendment from Low Density Residential to <br />Public Lands and Institutions (PLI) on LCAD Parcel 121817. <br />• A minor Comprehensive Plan amendment from split Commercial (C) and <br />Low Density Residential (LDR) to Public Lands and Institutions (PLI) on <br />LCAD Parcel 101196. <br />DATE: January 23, 2023 <br />BACKGROUND & ANALYSIS <br />As follow up to the Milam requests, the City has initiated a minor amendment to the Future <br />Land Use Map (FLUM) to provide for the current zoning and existing land uses to be consistent <br />with the City's Comprehensive Plan. Essentially the proposed changes are a housekeeping <br />corrections to the FLUM map to allow the City's Comprehensive Plan to be consistent with <br />current uses of the properties. The request was approved by the P&Z on 1/3/23. <br />Most of the properties associated with proposed changes have a split parcel designation for <br />Commercial and Low Density Residential along Clement Ave and 17th St. NE. Some are absent <br />the designation based upon the actual commercial use of the site such as the commercial <br />businesses along 17th St. NE. Some of this may be a result of mapping errors at the parcel level <br />which become more evident with the increased level of accuracy in the City's GIS system.
