Regular Council Meeting January 23, 2023 Page 6 Mr. Lantrip explained outsourcing would result in reduced maintenance expenses and would increase efficiency. He said residential -only proposals would limit competition, because it would be too expensive to set up shop and would be limited to one competitor. Mr. Lantrip also said to increase competition they would need to consider placing service lines under City Control, and an RFP for all services would render the City pricing leverage and residential rates would be reduced. Mr. Lantrip said their firm had an experience level that would allow them to look behind the scenes citing 40 years of service in the solid waste field. He reviewed six focus points, the process and said their fee of $39,940 or $41,428 would be paid by the company who was awarded the contract. He explained they would prepare the RFP, contract, be responsible for pre-bid coordination, proposal evaluation and recommendation, finalist interviews, council presentation and contract negotiation. Council Member Knox inquired about the number of positions. Public Works Director Michael Smith said there were eleven sanitation workers with the majority of that number being temporary workers. Council Member Pilgrim inquired about the number of trucks,` and Mr. Path said they had seven trucks. Mayor Portugal asked Mr. Lantrip about the number of times,per week citizens would have trash service. Mr. Lantrip said that number was anywhere from one to seven' and depended upon the contract terms. :Council. Member Pilgrim wanted to know what would happen to the employees if the City outsourced:, this service. Mr. Path explained they could,,transfer to, another department within the City or, go with the private company. , Mayor Portugal said sometimes the temporary worker's showup for a day or two and then quit. Council Member Knox reminded everyone that prior to cutting the trash service back to one day a week, they did not even have enough employees to run a -twice a week service and had to pull staff from 4other departments, which meant other jobs .were. not getting done. Mr. Path :said since increasing salaries the City had been able to keep employees but only enough to provide once a week 'service. Mr. Path said staff was seeking direction as to how proceed. Council Member Savage said he thought they should table this, item because once the decision was made it would be permanent. Mr. Path said this was a multi -step process and they could bring back more information or if Council wanted to table it, they could do so. City Council discussed tabling the item. Mayor Portugal said she wanted to proceed in getting information, as did Council Member. Council Member Pilgrim said if they proceed tonight it would not be a final decision but simply exploring options and the next step would be to obtain fiscal information. Mr. Path explained if they wanted to do a contract with SWS and go out for bids, they could do so. He said this would not be final until such time a bid was awarded and a contract was signed with a company for outsourcing solid waste services. Council Member Pankaj, Council Member Savage and Mayor Pro -Tem Hughes said they were in agreement. Mr. Path said he would meet with Mr. Lantrip and get a contract together for consideration of Council, so that they could explore options. 28. Discuss and provide direction to the City Manager regarding Dead Cat Media serving as a branding manager. Mr. Path said in February of 2022, the City of Paris partnered with the Paris Economic Development Corporation and Paris -Lamar County Chamber of Commerce to contract with North Star consulting to perform a branding and marketing project for all three entities.
