Regular Council Meeting <br />January 23, 2023 <br />Page 5 <br />said on January 3rd staff met with North Lamar ISD Board and there was one property owner <br />who initially favored the revisions but since that time had changed his mind. <br />Mayor Portugal inquired if the plan to go all the way to Lamar Avenue, from east to west <br />and west to east was going away. Mr. Mack answered in the affirmative. Mayor Portugal <br />expressed concern about putting more traffic onto 195 because 195 was already carrying a lot of <br />traffic, as was spur 139. Mr. Mack said they had deleted 195 to Lamar. City Manager Grayson <br />Path said this was a guide for future growth. Mayor Portugal suggested staff discuss this with <br />TxDOT and hire a traffic engineer to review the plan. Council Member Pankaj agreed that they <br />needed to engage a traffic engineer. Mayor Portugal said she was not comfortable with a plan <br />until it was reviewed by a traffic engineer. Council Member Savage said he did not see what it <br />would hurt to put another set of eyes on this. <br />Mayor Portugal opened the public hearing and asked for anyone wishing to speak about <br />this item to please come forward. Tommy Haynes said he and his family owned 120 acres that <br />joined the North Lamar ISD property. He said they were not aware of the new Master <br />Thoroughfare Plan until North Lamar was notified they would need to redraw their new building <br />plan. He said Mr. Mack gave him and his family two possible changes but that would decrease <br />their family property by 45 to 50 acres, and cut into their frontage property. Mr. Haynes said <br />they were requesting their frontage property be removed from the Master Thoroughfare Plan and <br />that they would like to meet with Mr. Mack to consider a change. He asked that City Council <br />table this item. With no one else speaking, Mayor Portugal closed the public hearing. <br />A Motion to table this item and direct staff to consider further study by a traffic engineer <br />was made by Mayor Portugal and seconded by Council Member Pankaj. Motion carried, 7 ayes <br />— 0 nays. <br />26. Receive presentation regarding private funding for an Eiffel Tower to be constructed and <br />placed inside the airport terminal at Cox Field Airport. <br />Council Member Pilgrim said he, Mayor Portugal and Council Member Pankaj had been <br />trying to make the airport look better and they came up with the idea of placing an Eiffel Tower <br />in the center of the terminal building. He said there were a lot of people who come into the <br />airport. Council Member Pilgrim explained the project which included cost of $12,500.00 - <br />$14,000.00, drawings, materials and construction. He said it would all be done with private <br />funding. He asked Council if they would like to give input or help with raising funds. Council <br />Member Pankaj said he would help with fundraising. <br />27. Receive presentation from Solid Waste Solutions regarding outsourcing of solid waste <br />collection, and provide direction to staff. <br />Assistant City Manager Rob Vine said at the direction of City Council, staff began <br />researching avenues by which the City could outsource its solid waste service. He said during <br />this research, the staff was introduced to Solid Waste Solutions (SWS) and at the City Council <br />meeting of November 14, 2022 City Council directed staff to bring SWS in for a presentation to <br />City Council. Mr. Vine introduced Lyn Lantrip with SWS. <br />
