Item Nos. 12 & 13 <br />Memorandum <br />TO: Mayor, Mayor Pro Tem & City Council <br />Grayson Path, City Manager <br />FROM: Robert Vine, Assistant City Manager <br />SUBJECT: TXCDBG 23/24 COMMUNITY DEVELOPMENT FUND APPLICATION <br />DATE: February 27, 2023 <br />BACKGROUND: The Texas Department of Agriculture offers the Community Development <br />Fund of the Texas Community Development Block Grant Program every two years for the <br />infrastructure improvements. The City of Paris has not applied for a grant since 2016. Per the <br />current scoring criteria, this would give the City maximum points in the highest category of scoring <br />which is previous funding. The maximum grant amount that can be requested is $500,000 and <br />requires a 15% cash match ($75,000). The grants are awarded in two cycles, the first notification <br />would be in the fall of 2023 and the second would be in the fall of 2024. <br />STATUS OF ISSUE: The City is working with GrantWorks, Inc. to complete the application. If <br />awarded the grant, the City proposes to replace a 10" sewer line which runs cross country in West <br />Paris between 28th St and Graham Street. This particular line serves in excess of 300 parcels and <br />is anticipated to exceed the minimum threshold of 51 % low/moderate income beneficiaries. Door <br />to door income surveys are being performed by GrantWorks, Inc. to confirm beneficiaries. <br />The TxCDBG program requires compliance with certain civil rights and fair housing policies <br />associated with the project. <br />The TxCDBG program requires identification of authorized signatories for duties within the <br />application and subsequent award. <br />BUDGET: If the City is awarded the grant the $75,000 match will be budgeted in the 2023/2024 <br />budget or following year depending on the grant award cycle. <br />RECOMMENDATION: Approve the resolution authorizing submission of an application to the <br />TxCDBG Community Development Fund offered by the Texas Department of Agriculture and <br />associated citizen participation plan, civil rights and fair housing policies. Approve the resolution <br />authorizing signatories for the application. <br />
