Item No. 18 <br />Memorandum <br />TO: Mayor, Mayor Pro Tem, City Council <br />Grayson Path, City Manager <br />FROM: Andrew Mack, AICP Director Planning & Community Development <br />SUBJECT: Conduct a public hearing and take action regarding the petition Bailey Asay on <br />behalf of Creative RE Investments LLC for a zoning change from a Two -Family <br />Dwelling District (2F) to a Multiple -Family Dwelling District No. 1 (MF -1) in the <br />PJ Willis & Bros. Addition, Block A, Lots 6 & 7B, located at 1307 E Polk Street- <br />LCAD 20734. <br />MTG. DATE: February 27, 2023 <br />BACKGROUND <br />The applicant has requested a rezoning change from 2F to MF -1. There are plans to develop the site <br />for 3 duplex apartments. In initial discussions with the applicant, there was interest expressed for <br />entering the 5 In 5 Infill Housing Program and to potentially include the land to the north which is a <br />passive underutilized park. However, park land cannot be sold without a ballot election initiative. <br />ANALYSIS <br />The subject property is zoned 2F, is now guided for Medium Density Residential and is a vacant lot <br />following demolition of the previous single-family home on the lot. <br />• The land to the West is zoned 2F, is guided for Low Density Residential, and are vacant lots. <br />• The land to the North is zoned Commercial, is guided for Low Density Residential, and are <br />duplex apartments. <br />• The land to the East is zoned 2F, is guided for Low Density Residential and are single- family <br />homes fronting on SE Polk Street. <br />• The land to the South is Zoned 2F-3, is guided for Low Density Residential and are single- <br />family homes fronting on SE Polk Street. <br />The change in zoning will be consistent with the previous FLUM amendment. The proposed medium <br />density residential use of the property will serve as an appropriate transitional land use between the <br />park land to the north and single-family residences. The proposed development will also further the <br />City's goals for construction of new 5 In 5 Infill Development. <br />RECOMMENDATION, <br />The Planning and Zoning Commission and Staff recommends approval for the rezoning from Two - <br />Family Dwelling District (2F) to a Multi -Family Dwelling District No. i (MF -1). <br />
