Item No. 20 <br />Memorandum <br />TO: Mayor, Mayor Pro Tem, City Council <br />Grayson Path, City Manager <br />FROM: Andrew Mack, AICP Director Planning & Community Development <br />SUBJECT: Conduct a public hearing and take action regarding the petition P -Town Property <br />Holdings LLC for a zoning change from a One -Family Dwelling District No. 2 <br />(SF -2) to a Multiple -Family Dwelling District No. 1 (MF -1) in the City of Paris, <br />Block 258-A, Lot 2A, located at 410 NE 201h Street- LCAD 18256. <br />MTG. DATE: February 27, 2023 <br />BACKGROUND <br />The applicant has requested a rezoning change from SF -2 to MF -1. There are plans to develop the <br />site for duplex apartments. The existing house on the site has recently been demolished. In initial <br />discussion with the applicant, there are definite plans for entering the 5 In 5 Infill Housing Program. <br />The P&Z recommended approval. <br />ANALYSIS <br />The subject property is zoned SF -2, is now guided for Neighborhood Service and is a vacant lot <br />following demolition of the previous single-family home on the lot. <br />• The land to the West is zoned Neighborhood Service (NS), is guided for Low Density <br />Residential, and is single family residential. <br />• The land to the North is zoned MF -1, is guided for Low Density Residential, and is a <br />vacant lot, single family fronting NE 21St Street and duplex residential fronting NE 20' <br />Street <br />• The land to the East is zoned 2F, is guided for Low Density Residential and are single- <br />family homes and duplexes fronting on NE 21St Street. <br />• The land to the South is zoned NS & SF -2, is guided for Low Density Residential and <br />are single-family homes fronting on NE 201h & 21" Streets. <br />The change in zoning will be consistent with the previous FLUM amendment. The proposed <br />medium density residential use of the property will serve as an appropriate transitional land use at <br />a major street intersection and is afforded excellent access fronting on 3 streets. The proposed <br />development will also further the City's goals for construction of new 5 In 5 Infill Development. <br />Page 1 of 2 <br />
