MINUTES OF THE HISTORIC PRESERVATION COMMISSION MEETING OF THE CITY OF PARIS, TEXAS February 27. 2023 The HISTORIC PRESERVATION COMMISSION of the City of Paris met for a special session at 4:00p.m. On Monday, February 27, 2023 at the City Council Chambers. Present: Board Members: Chris Dux, Chairman, Matt Coyle,Vice Chair, Linda Vandiver, Secretary, Glee Emmite, Jennifer Long, Laura Caffey, Ryan Matthews City Representatives: Cheri Bedford, District 5 Councilwoman, Linda Knox Absent: Board Members: Jessica Holtman Guests: Mayor Paula Portugal, Mr. Austin Watkins, Jasmine Watkins Call meeting to order. Chris Dux, Chairman called the meeting to order at 4:07 p.m. 2. Citizens' Forum. No one came forward to speak at the citizen's forum. 3. Approve minutes from the meeting of February 8, 2023 4. Discussion and possible action on the following Certificate of Appropriateness on the following address in HD-1 located at 28 Clarksville St. Storefront rehabilitation. Mr. Austin Watkins presented and discussed plans for renovation of property at 28 Clarksville. Chairman Dux began the discussion with information from the National Parks Service on Preservation, Reconstruction, Restoration, and Rehabilitation. He also referenced the design standards on previously modified buildings. Chairman Dux explained that some of the design standards appear to be conflicting and a review by the Commission may be necessary. Commissioners reviewed the Certificate of Appropriateness. Commissioner Matthews recommended that the left side door, to the upstairs, be the same height as the entry door to the downstairs retail space. Commissioner Matthews made a motion that the COA be approved with the change in the size of the left side door. Commissioner Coyle seconded it. Motion carried 7 ayes, 0 nays.
