1. Support opioid abatement research, including but not limited to: <br />a. Monitoring, surveillance, and evaluation of programs and strategies <br />described in this opioid abatement strategy list. <br />b. Research non -opioid treatment of chronic pain. <br />c. Research on improved service delivery for modalities such as SBIRT that <br />demonstrate promising but mixed results in populations vulnerable to <br />opioid use disorders. <br />d. Research on novel harm reduction and prevention efforts such as the <br />provision of fentanyl test strips. <br />e. Research on innovative supply-side enforcement efforts such as <br />improved detection of mail -based delivery of synthetic opioids. <br />f. Expanded research on swift/certain/fair models to reduce and deter <br />opioid misuse within criminal justice populations that build upon <br />promising approaches used to address other substances (e.g. Hawaii <br />HOPE and Dakota 24/7). <br />g. Research on expanded modalities such as prescription methadone that <br />can expand access to MAT; <br />h. Research on the effectiveness of Recovery High Schools and other <br />educational interventions; <br />L Research to track abatement progress in urban and rural areas. <br />M. MISCELLANEOUS <br />1. It is the intent of the Parties to the Texas Term Sheet in adopting the <br />Abatement Strategies herein that the Council be guided by the allocation <br />methodology in Exhibit C to the Texas Term Sheet in approving Regional <br />strategies and that the Council consider the proportional share of the <br />individual members in each Region when allocating the funds for approved <br />abatement strategies within each Region. <br />It is the intent of the Parties to the Texas Term Sheet in adopting the <br />Abatement Strategies herein that the Opioid Council have the flexibility to <br />add, change or alter the Abatement Strategies herein as necessary to fulfill <br />the intent that opioid abatement strategies best meet the needs of the <br />Regions, subdivisions and intent of this document. <br />12 <br />
