Item No. 19 <br />TO: Mayor, Mayor Pro Tem and City Council <br />Grayson Path, City Manager <br />FROM: Andrew Mack, AICP Director Planning & Community Development <br />Robert Talley, Code Enforcement Supervisor <br />SUBJECT: Receive Presentation Regarding Priority Policy Regarding Building & Standards <br />Commission (BSC) City Wide Demolition Orders for Structures <br />DATE: March 27, 2023 <br />BACKGROUND & DISCUSSION <br />Council will recall a discussion held at its 10/24/22 meeting regarding prioritization of structure <br />demolitions that have been placed upon the list of BSC orders. Since that time there has been a <br />two -fold approach addressing the list and how to better organize the work effort both in terms of <br />mapping and prioritizing the list; along with a concerted effort to expand the capacity in house to <br />increase our annual numbers for demolitions with new equipment to do the work. <br />Currently the list includes approximately 103 residences. Since late October work has continued <br />with demolitions both in house and by our contractor. A total of 9 houses have been demolished <br />since that time. Results have been limited though due to wet conditions here over the past 6 <br />months. The rain makes it difficult to work on these sites and our equipment has limited <br />capabilities to dump at the landfill without constantly getting stuck. Staff anticipates these <br />numbers to increase soon as we move beyond the wet conditions this spring. <br />Attached please see the current list of condemned properties City wide in a descending order of <br />priority. There is now also a corresponding list showing the locations by priority. Both Council <br />member Moore and Mayor Pro -Tem Hughes rode along with us to assist in reviewing over half <br />of the properties in the City and in developing the rank prioritizing strategies. This will be better <br />explained in a presentation planned for the meeting. The administrative policy for properties with <br />BSC orders for demolition gives a high priority status for structures that have: 1. Burned or <br />destroyed by fire. 2. Structures along major traveled roadways. 3. In a block with approved 5 In <br />5 Agreements. 4. Is dangerous structurally for collapse on adjoining properties. <br />
