The Farmers and Artisan Market has grown from a few vendors in 2010 to over 60 vendors on the <br />roster. The summer season averages 35-40 vendors, drawing a crowd of 500 plus during its hours <br />of operation on Saturdays from 8 a.m. -1 p.m. In the fall of 2021-2022, vendors developed a Mini <br />Market season with Saturday hours from 11 a.m. — 1 p.m. This proved successful, and continued <br />in 2022-2023, making the Paris Farmers and Artisan Market a year-round activity. An average of <br />10 vendors attend with 17 currently signed up. <br />The Market Square has become the community hub of activity on Saturday mornings. There are <br />occasionally nonprofits participate in passing out information. Musicians are performing and <br />entertaining the community. Monthly events are scheduled by vendors and management. <br />The 2023 improvements include a new Council approved restroom facility and the additional <br />electrical and water installation hook ups to support mobile food units. This will help continue the <br />growth of the Market Square operations and the ability to host special events. <br />Issues & Analvsis <br />With growth of the Farmers and Artisan Market, and changes of the types of vendor uses, it became <br />apparent that the ordinance for the Market Square needed to be updated. The intent was to clarify <br />and support the uses of the Paris Farmers and Artisan Market and Market Square. These include <br />authorized uses, adopted fees, definitions, mapping of the established area, further clarifying the <br />Farmers and Artisan Market and skate park & playground area, what type of permits and licensing <br />is needed for participation, and where to find information on the use of the Market Square for <br />special events. <br />Cheri Bedford, Andrew Mack, and Rob Vine have reviewed other city ordinances since September <br />of 2022, and are presenting the final draft here of the updated ordinance and the market guidelines. <br />The Cities that were researched as a part of this update project were Dallas, Greenville, Lake Dallas, <br />Rockwall, and Sherman. <br />RECOMMENDATION <br />Approval of the updated ordinance is recommended. <br />Page 2 of 2 <br />
