Paris Economic Development Corporation (1-17-2023) <br />b. Planning & Zoning Commission (2-6-2023) <br />c. Historic Preservation Commission (2-8-2023) <br />6. Accept bids and award contracts for the purchase of roadway materials to the lowest <br />responsible bidder(s) for the twelve-month period beginning April 1, 2023; and authorize <br />the City Manager to execute all necessary documents. <br />7. Approve the proposal from McClanahan & Holmes to perform an independent outside <br />audit on the City's financial records for the periods ending September 30, 2023, <br />September 30, 2024 and September 30, 2025. <br />Regular Agenda <br />Discuss and approve a contract with Public Consulting Group (PCG) to provide services <br />related to completion of the Medicare Ground Ambulance Data Collection Survey; and <br />authorize the City Manager to execute all necessary documents. <br />Fire Chief/Interim EMS Chief McMonigle said as part of the Bipartisan Budget Act of <br />2018, the Centers for Medicare and Medicaid Services requires that all provider of ground <br />ambulance services collect and report expenditures, revenues, utilization, and other departmental <br />statistics. Chief McMonigle also said Paris EMS received $1,792,355.28 in Medicare payments <br />in calendar year 2022, and failure to complete the survey in an appropriate manner could result <br />in a loss of over $179,000. He recommended the City contract with PCG for this service. <br />A Motion to approve this item was made by Mayor Pro -Tem Hughes and seconded by <br />Council Member Moore. Motion carried, 5 ayes — 0 nays. <br />9. Discuss and act on RESOLUTION NO. 2023-015: A RESOLUTION OF THE CITY <br />COUNCIL OF THE CITY OF PARIS, TEXAS APPROVING THE TEXAS <br />SUBDIVISION AND SPECIAL DISTRICT ELECTION AND RELEASE FORMS <br />RELEASING TEVA, AUTHORIZING THE CITY MANAGER TO EXECUTE ALL <br />DOCUMENTS NECESSARY TO SETTLE AND PARTICIPATION IN THE TEXAS <br />OPIOID LITIGATION; MAKING OTHER FINDINGS AND PROVISIONS RELATED <br />TO THE SUBJECT; AND DECLARING AN EFFECTIVE DATE. <br />City Manager Grayson Path explained that over the last few years, the Texas Attorney <br />General and many other agencies had been fighting the Opioid addiction and had undergone <br />litigation against pharmaceutical supply chain participants. Mr. Path said over the past two <br />years, settlement agreements had been reached with these entities and a portion was being made <br />available to local subdivisions. He said the City's role was to simply sign on to the Texas Terms <br />Sheets and release forms. Mr. Path also said the exact amount of the settlement share of the City <br />
