Regular Council Meeting <br />March 27, 2023 <br />Page 6 <br />and playground area, what type of permits and license were needed for participation, and where <br />to find information on the use of the Market Square for special events. <br />A Motion to approve this item was made by Council Member Pankaj and seconded by <br />Council Member Knox. Motion carried, 6 ayes — 0 nays. <br />25. Discuss and act on ORDINANCE NO. 2023-016: AN ORDINANCE OF THE CITY <br />COUNCIL OF THE CITY OF PARIS, TEXAS, AMENDING CHAPTER 7, ARTICLE <br />7.02, SECTION 7.02.001 OF THE CODE OF ORDINANCE OF THE CITY OF PARIS, <br />TEXAS TO DESIGNATE THE FIRE CHIEF AS HEAD OF THE EMS <br />DEPARTMENT; MAKING OTHER FINDINGS AND PROVISIONS RELATED TO <br />THE SUBJECT; PROVIDING A REPEALER CLAUSE; A SEVERABILITY CLAUSE, <br />A SAVINGS CLAUSE; AND DECLARING AN EFFECTIVE DATE. <br />City Manager Grayson Path said the EMS Chief position has been vacant for three <br />months and since that time, Thomas McMonigle had been serving as the interim department <br />head. Mr. Path explained he had observed how smooth the operations had been working and <br />noted efficiency by having the Fire Department and EMS Department report to the same Chief. <br />Mr. Path recommended approving an Ordinance to assign the EMS Department to the Fire Chief <br />and administratively allowing the City Manager to create an Assistant EMS Chief using existing <br />budgeted funds. Mayor Portugal, Council Member Knox and Council Member Savage favored <br />this idea. <br />A Motion to approve this item as presented was made by Council Member Pankaj and <br />seconded by Council Member Knox. Motion carried, 6 ayes — 0 nays. <br />26. Consider and approve future events for City Council and/or City Staff pursuant to <br />Resolution No. 2004-081. <br />Council Member Pankaj requested a discussion about the housing study be placed on a <br />future agenda. Mr. Path said it would be on the next agenda. <br />27. Adjournment. <br />There being no further business, a Motion to adjourn was made by Council Member <br />Savage and seconded by Council Member Knox. Motion carried, 6 ayes — 0 nays..
