Item No. 8 <br />Memorandum <br />TO: Mayor <br />Mayor Pro Tem <br />City Council <br />FROM: Todd Mittge, City Engineer <br />SUBJECT: Oncor Power Easement near Culbertson Park <br />DATE: May 8, 2023 <br />BACKGROUND: In January of this 2023, staff met with Oncor about a new electrical feeder <br />project to provide improved power distribution and automate their system in times of power <br />outages. This Project is a feeder tie and includes automation switches. The project will improve <br />service for approximately 500 customer directly by increased reliability via automated switching <br />and reduce outage time via automated switching. This projects completion will serve as a <br />foundation for future projects to help even more customers. Additional benefits are added feeder <br />capacity for any future load increases along the circuits. Oncor is requesting Easements in City of <br />Paris property at Culbertson Park along the North side of Hearon Street from 13th SE to 17th SE, <br />and along the West edge of 17th SE from Hearon Street to Neathery Street. <br />STATUS OF ISSUE: Staff has reviewed the easement and its exhibits and believe it is a <br />long term benefit to the City and its residents. This is being presented to the City Council for <br />consideration. <br />BUDGET: This item will have zero impact on the budget. <br />OPTIONS: 1. Approve an easement in favor of the Oncor using public rights of way for power <br />poles along the North part of Hearon Street and the West side of 17th Street SE. <br />2. Reject the easement proposal. <br />RECOMMENDATION: Staff recommends approval of an easement for Oncor's feeder tie <br />project. <br />
