Item No. 9 <br />TO: Mayor <br />Mayor Pro Tem <br />City Council <br />FROM: Todd Mittge, City Engineer <br />SUBJECT: TxDOT Transportation Alternatives Bike Lane Grant Application — <br />City of Paris (TA Program) — 1St Street SW Bike Lanes <br />DATE: May 8, 2023 <br />BACKGROUND: In December of 2022, Texas Department of Transportation (TxDOT) sent out <br />a call for applications for Transportation Alternatives Set -Aside (TASA) projects throughout the <br />state of Texas. Any local agency can apply for funding for sidewalk projects, bike lanes, shared <br />use paths, or other projects not primarily related to motor vehicles. The City of Paris applied for <br />an on -system bike lane project along 1St Street SW from Hearne Avenue to Kaufman Street, and <br />has been selected in the first round of projects to progress to the second and final round of selection. <br />For final selection, TxDOT will compare projects between local agencies statewide and gage <br />several factors before projects are funded. One of the selection criteria is public support for the <br />potential project. A resolution from the City Council will help show public support for this project. <br />If this project is selected, 5' bike lanes would be placed on existing pavement northbound and <br />southbound using durable thermoplastic material (similar to the material used to make thick <br />crosswalk lines) and have vertical delineators between the bike and traffic portion of the roadway. <br />No new pavement would be constructed. These proposed bike lanes would connect to the <br />Northeast Texas Trail (NETT) at Hearne Avenue, providing cyclists a safe route from the NETT <br />to Historic Downtown Paris. This project was included as a recommendation in the Toole Group <br />memo to the city in 2019. <br />STATUS OF ISSUE: Staff has reviewed the resolution is presenting to the City Council for <br />consideration. The final submission to TxDOT will be in early June 2023. <br />BUDGET: The estimated budget for this project is approximately $276,000. If selected, TxDOT <br />would contribute 80% (or approximately $220,800), and the city would be responsible for 20% (or <br />approximately $55,200). If the project is. selected by TxDOT, the City of Paris is not bound in any <br />
