RESOLUTION NO. 2023- <br />A RESOLUTION OF THE CITY COUNCIL OF PARIS, TEXAS, APPROVING <br />THE SUBMISSION OF AN APPLICATION FOR AN EXTENSION OF A <br />MOTOR VEHICLE CRIME PREVENTION AUTHORITY (MVCPA) GRANT <br />FOR CONTINUATION OF THE NORTH EAST TEXAS AUTO THEFT TASK <br />FORCE; APPROVING A CASH MATCH FROM THE CITY OF PARIS IN <br />CONNECTION WITH SAID GRANT EXTENSION; AUTHORIZING THE <br />EXECUTION OF ANY AND ALL DOCUMENTS NECESSARY FOR <br />ACCEPTANCE AND IMPLEMENTATION OF SAID GRANT UPON NOTICE <br />THEREOF; MAKING OTHER FINDINGS AND PROVISIONS RELATED TO <br />THE SUBJECT; AND PROVIDING AN EFFECTIVE DATE. <br />WHEREAS, under the provisions of the Texas Transportation Code Chapter 1006 and <br />Texas Administrative Code Title 43, Part 3, Chapter 57, entities are eligible to receive grants <br />from the Motor Vehicle Crime Prevention Authority to provide financial support to law <br />enforcement agencies for economic automobile theft enforcement teams and to combat <br />motor vehicle burglary in the jurisdiction; and <br />WHEREAS, the Northeast Texas Auto Theft Task Force has a coverage of 5,000 square <br />miles which covers most of northeast Texas, responsible for investigating all auto thefts, <br />burglary motor vehicle, and related crimes, whether covert or overt; and <br />WHEREAS, the Task Force performs inspections on salvage yards, dealers, repair <br />shops, and scrap metal yards; and <br />WHEREAS, this grant program will assist the City of Paris Police Department in <br />combatting motor vehicle burglary for fiscal year 2024 (September 1, 2023 - August 31, <br />2024); and <br />WHEREAS, Since 1994, with the assistance of the Auto Burglary and Theft Prevention <br />Authority, the Northeast Texas Auto Theft Task Force has been in existence under this grant <br />to combat motor vehicle burglary and theft; and <br />WHEREAS, City of Paris agrees that in the event of loss or misuse of the grant funds, <br />City of Paris assures that the grant funds will be returned in full to the Motor Vehicle Crime <br />Prevention Authority. <br />
