Regular Council Meeting <br />April 24, 2023 <br />Page 3 <br />Paris Economic Development Executive Director Maureen Hammond explained that this <br />Ametsa would be packaging sweetener and had just closed on the Skinner Building. Ms. <br />Hammond also said this project included creation of 100 jobs, and that PEDC was proposing <br />cash for jobs. <br />A Motion to approve this item was made by Mayor Pro -Tem Hughes and seconded by <br />Council Member Savage. Motion carried, 7 ayes — 0 nays. <br />16. Discuss and act on ORDINANCE NO. 2023-019: AN ORDINANCE OF THE CITY <br />COUNCIL OF THE CITY OF PARIS, TEXAS, AMENDING APPENDIX A, "FEE <br />SCHEDULE," SECTION A3.002(b), "ENGINEERING DEPARTMENT FEES," OF <br />THE CODE OF ORDINANCES; MAKING OTHER FINDINGS AND PROVISIONS <br />RELATED TO THE SUBJECT; PROVIDING A REPEALER CLAUSE, A <br />SEVERABILITY CLAUSE, AND A SAVINGS CLAUSE; AND DECLARING AN <br />EFFECTIVE DATE. <br />City Engineer Todd Mittge explained that this past winter a new fee schedule related to <br />the development process was adopted and it was later discovered there were errors in the <br />engineering fee schedule. Mr. Mittge said these errors resulted in fees higher than what was it <br />intended or was necessary, and added 3% to the job cost. He also said 3% of the cost of <br />proposed public improvements rather than total job cost with a minimum of $100.00 would be <br />fair and reasonable. Council Member Savage said he was glad that the City caught this and <br />brought it forward. <br />A Motion to approve this item was made by Council Member Pankaj and seconded by <br />Council Member Pilgrim. Motion carried, 7 ayes — 0 nays. <br />17. Discuss and act on ORDINANCE NO. 2023-020: AN ORDINANCE OF THE CITY <br />COUNCIL OF THE CITY OF PARIS, TEXAS, AMENDING CHAPTER 4, <br />"BUILDING REGULATIONS," SECTION 4.02.002(a), OF THE CITY OF PARIS, <br />TEXAS CODE OF ORDINANCES TO DELETE THE RESIDENCE REQUIREMENT <br />FOR SERVING ON THE BUILDING BOARD OF APPEALS; MAKING OTHER <br />FINDINGS AND PROVISIONS RELATED OT THE SUBJECT; PROVIDING A <br />REPEALER CLAUSE, A SEVERABILITY CLAUSE, AND A SAVINGS CLAUSE; <br />AND PROVIDING AN EFFECTIVE DATE. <br />City Planner Andrew Mack said the adopted 2021 ICC Building and Fire Codes, which <br />included local amendments created a conflict with the current City Code Section. Specifically <br />the being a City resident is required in order to serve on the Building Board of Appeals which <br />has made it impossible to recruit members for this board. City Manager Grayson Path said not <br />just anyone could serve on this board because the State requires licensed professionals in specific <br />trades for membership to the board. Building Official Duke McGee said to open up the board <br />membership to citizens in the County would assist staff in recruiting licensed professionals for <br />this board. <br />
