Item No. 14 <br />TO: Mayor, Mayor Pro -Tem and City Council <br />Grayson Path, City Manager <br />FROM: Andrew Mack, AICP Director Planning & Community Development <br />SUBJECT: Conduct a public hearing and take action regarding the petition of Mike <br />Clark/Springlake Baptist Church for a zoning change from a One -Family <br />Dwelling District No. 2 (SF -2) to a Multiple -Family Dwelling District No. 2 <br />(MF -2) in the City of Paris, Block 311, Part of Lot 11 (6.9 acres), located at <br />3500 Clarksville Street, LCAD 102295. <br />MTG. DATE: May 22, 2023 <br />BACKGROUND <br />The applicant has requested a rezoning change from SF -2 to MF -2. The proposed use of the <br />property is for apartments and/or possibly rental duplexes and townhomes. The subject property <br />contains approximately 6.9 acres. There are transmission lines running parallel to Clarksville <br />Street along the northern edge of the property. The property is currently guided as Office on the <br />Future Land Use Map (FLUM), therefore the property will need to be re -guided with a change <br />from Office (0) to High Density Residential (HDR) for this zoning change. However, the <br />original application did not include this FLUM change. The P&Z tabled this item until June 51n, <br />giving the applicant the opportunity to submit a FLUM change. That has been received and is <br />being processed through the P&Z. Therefore, having already scheduled the Public Hearing for <br />tonight, it is recommended that this action remain open until June when the FLUM action can <br />be considered. <br />RECOMMENDATION <br />It is recommended that the Council approve a motion to open and continue the hearing for <br />rezoning from a One -Family Dwelling District No. 2 (SF -2) to Multiple -Family Dwelling <br />District No. 2 (MF -2) to the June 26, 2023 meeting. This will allow the additional application <br />for a change to the FLUM from 0 to HDR to be published. <br />
