sm Item No. 13 TO: Mayor, Mayor Pro -Tem and City Council Grayson Path, City Manager FROM: Andrew Mack, AICP Director Planning & Community Development SUBJECT: Conduct a public hearing and take action regarding the petition of Mike Clark/Springlake Baptist Church for a Comprehensive Plan Amendment from Office (0) to High Density Residential (HDR) in the City of Paris, Block 311, Part of Lot 11 (6.9 acres), located at 3500 Clarksville Street, LCAD 102295. MTG. DATE: June 26, 2023 BACKGROUND & ANALYSIS Mike Clark of the Springlake Baptist Church has requested an amendment to the Future Land Use Map (FLUM) so as to re -guide the land from an Office use to a HDR land use. The property is situated along Clarksville Street near the East Loop. Staff believes this area is well situated for new additional multi -family development. Particularly in light of the fact that land uses developed on both sides of the church are of a higher density residential land use. Continued higher density residential development in this location just inside the loop along Clarksville where good access and adequate utilities are available will serve the immediate and long-term needs of the communities housing goals. The surrounding area has housing dedicated for the aging and will likely be the type of development expected to occur in the future. At its 6/5/23 meeting, the P&Z unanimously recommended approval. INPUTS Inputs received to date for the FLUM amendment were verbal and in support. One (1) concern was received in writing from Mr. Eddy Thomas regarding future drainage plans for development based upon existing runoff conditions to the east. Drainage improvement plans will be addressed with any future development when proposed. RECOMMENDATION P&Z and Staff recommends approval of a Minor Comprehensive Plan Amendment amending the FLUM from 0 to HDR.
