sm <br />Item No. 13 <br />TO: Mayor, Mayor Pro -Tem and City Council <br />Grayson Path, City Manager <br />FROM: Andrew Mack, AICP Director Planning & Community Development <br />SUBJECT: Conduct a public hearing and take action regarding the petition of Mike <br />Clark/Springlake Baptist Church for a Comprehensive Plan Amendment from <br />Office (0) to High Density Residential (HDR) in the City of Paris, Block 311, <br />Part of Lot 11 (6.9 acres), located at 3500 Clarksville Street, LCAD 102295. <br />MTG. DATE: June 26, 2023 <br />BACKGROUND & ANALYSIS <br />Mike Clark of the Springlake Baptist Church has requested an amendment to the Future Land <br />Use Map (FLUM) so as to re -guide the land from an Office use to a HDR land use. The property <br />is situated along Clarksville Street near the East Loop. Staff believes this area is well situated for <br />new additional multi -family development. Particularly in light of the fact that land uses <br />developed on both sides of the church are of a higher density residential land use. Continued <br />higher density residential development in this location just inside the loop along Clarksville <br />where good access and adequate utilities are available will serve the immediate and long-term <br />needs of the communities housing goals. The surrounding area has housing dedicated for the <br />aging and will likely be the type of development expected to occur in the future. At its 6/5/23 <br />meeting, the P&Z unanimously recommended approval. <br />INPUTS <br />Inputs received to date for the FLUM amendment were verbal and in support. One (1) concern <br />was received in writing from Mr. Eddy Thomas regarding future drainage plans for development <br />based upon existing runoff conditions to the east. Drainage improvement plans will be addressed <br />with any future development when proposed. <br />RECOMMENDATION <br />P&Z and Staff recommends approval of a Minor Comprehensive Plan Amendment amending <br />the FLUM from 0 to HDR. <br />
