HM <br />Item No. 15 <br />TO: Mayor, Mayor Pro -Tem and City Council <br />Grayson Path, City Manager <br />FROM: Andrew Mack, AICP Director Planning & Community Development <br />SUBJECT: Conduct a public hearing and take action regarding the petition of James <br />Martinez/Creative RE Investments LLC, for a Comprehensive Plan Amendment <br />from Low Density Residential (LDR) to Medium Density Residential (MDR) in <br />the Springlake Addition, Block 6, Lot 12, located at 2801 E Price Street, LCAD <br />19795. <br />MTG. DATE: June 26, 2023 <br />BACKGROUND <br />The applicant seeks a minor amendment to the Future Land Use Map (FLUM) to provide for a <br />medium-high density residential use of the property and for the zoning to be consistent with the <br />City's Comprehensive Plan. The request is for an isolated lot in the developed single-family <br />subdivision which is currently guided for Low Density Residential. The applicant intends to <br />demolish the existing single-family residence and construct a duplex on this lot which fronts on <br />28th Street, even though the address and driveway are on East Price. Although this block could <br />be ready to redevelop to medium density, and may be appropriate for medium density residential, <br />this is the first lot on the block to be requested for redevelopment. Before the P&Z took action <br />on this request, a discussion on the appropriateness of changing the FLUM from LDR to MDR <br />for additional blocks in this neighborhood was held. Subsequently, Staff received direction from <br />the P&Z to further study the area and bring back additional findings for review and consideration. <br />In the meantime, the P&Z also unanimously approved the request to amend just the 1 lot by the <br />applicant. <br />Medium density land uses such as duplexes would serve to be a transitional use of medium <br />density housing to the surrounding single-family residential just East of the businesses across <br />the street fronting on Collegiate. <br />RECOMMENDATION <br />P&Z and Staff recommends approval of a Minor Comprehensive Plan Amendment amending <br />the FLUM from Low Density Residential (LDR) to Medium Density Residential (MDR). <br />Tentatively scheduled for, its July 6th Meeting, the P&Z will consider further study information <br />and provide staff with direction for a larger area City initiated amendment to the FLUM for all, <br />or part of a multi -block area. <br />
