Im <br />Item No. 17 <br />Memorandum <br />TO: Mayor, Mayor Pro -Tem and City Council <br />Grayson Path, City Manager <br />FROM: Andrew Mack, AICP Director Planning & Community Development <br />SUBJECT: Conduct a public hearing and take action regarding the petition of the City of <br />Paris for a zoning map amendment, creating the HD -19 Historic District Overlay. <br />The area encompasses 21 acres to include the 500-900 Blocks of Pine Bluff <br />Street, the 300-600 Blocks of Fitzhugh Avenue, the South side of the 600-700 <br />Blocks of E Cherry, the East side of the 300 Block of 6th NE, the 300 Block of <br />8th Street NE, and the addresses 803, 925, and 936 East Booth Street. <br />MTG. DATE: June 26, 2023 <br />BACKGROUND & ANALYSIS <br />For the past 10+ months, Staff and the Historic Preservation Commission (HPC) have been <br />working to create a new local historic overlay district for the Pine Bluff & Fitzhugh <br />Neighborhood. This district will be the exact same boundary as the national designation of the <br />neighborhood for the National Register Historic District. The local designation will bring it into <br />the same status as the Church Street Historic District making the area eligible for the same city <br />fagade grants and architectural reviews by the HPC to preserve the historic character of the <br />neighborhood. The HPC conducted a listening session in the fall last year, then a neighborhood <br />program & presentation was held in the proposed district in April of this year, and then the HPC <br />held a Public Hearing and recommended adoption of the new district at their regular May HPC <br />Meeting. During this entire process, the residents who live in the district have been invited to <br />attend these meetings and have been very support of the initiative. <br />In order to establish the new district as an overlay to the Official City of Paris Zoning Map, the <br />P&Z was also required to conduct a Public Hearing and make a final recommendation to the City <br />Council. The P&Z recommended approval at their 6/5/23 meeting. Attached to this memo is a <br />detailed PowerPoint presentation on the creation of this Historic District — 19 Overlay and the <br />flier that was used to advertise the neighborhood event. <br />RECOMMENDATION <br />HPC, P&Z and Staff recommends approval of a zoning map amendment, creating the local City <br />of Paris HD -19 Historic District Overlay. <br />
