DATE: June 26, 2023
BACKGROUND & ANALYSIS
For the past 10+ months, Staff and the Historic Preservation Commission (HPC) have been
working to create a new local historic overlay district for the Pine Bluff & Fitzhugh
Neighborhood. This district will be the exact same boundary as the national designation of the
neighborhood for the National Register Historic District. The local designation will bring it into
the same status as the Church Street Historic District making the area eligible for the same city
fagade grants and architectural reviews by the HPC to preserve the historic character of the
neighborhood. The HPC conducted a listening session in the fall last year, then a neighborhood
program & presentation was held in the proposed district in April of this year, and then the HPC
held a Public Hearing and recommended adoption of the new district at their regular May HPC
Meeting. During this entire process, the residents who live in the district have been invited to
attend these meetings and have been very support of the initiative.
In order to establish the new district as an overlay to the Official City of Paris Zoning Map, the
P&Z was also required to conduct a Public Hearing and make a final recommendation to the City
Council. The P&Z recommended approval at their 6/5/23 meeting. Attached to this memo is a
detailed PowerPoint presentation on the creation of this Historic District — 19 Overlay and the
flier that was used to advertise the neighborhood event.
RECOMMENDATION
HPC, P&Z and Staff recommends approval of a zoning map amendment, creating the local City
of Paris HD -19 Historic District Overlay.
