MINUTES OF THE SPECIAL MEETING <br />HISTORIC PRESERVATION COMMISSION <br />CITY OF PARIS <br />MONDAY June 26 2023 <br />4:00 P.M. <br />The HISTORIC PRESERVATION COMMISSION of the City of Paris met for a special <br />meeting on Monday, July 26, 2023 at the City Council Chambers. <br />Present: Commission Members: <br />Absent: <br />City Representative: <br />Guest: <br />Glee Emmett <br />Jessica Holtman <br />Linda Vandiver <br />Matt Coyle <br />Ryan Matthews <br />Chris Dux <br />Jennifer Long <br />Andrew Mack, Director of Planning and <br />Community Development for the City of Paris. <br />Sam Pena, Architect for 11 S. Plaza <br />Call meeting to order: The special meeting was called to order at 4:10 PM by Commissioner <br />Coyle, Vice -Chairman. <br />2. Citizens Forum ® No one came forward in the Citizens Forum <br />3. Discussion and possible action on the following applications for the property located at 11 S. <br />Plaza. <br />a. Certificate of Appropriateness Signage: Mr. Sam Pena, architect with ID <br />Studio 4, represented the Credit Union of Texas (CUTx) requesting a COA for <br />the revised signage at 11 S. Plaza. The plan is for the sign to be back lighted <br />by LED lights (a "Halo' lit sign). Commissioner Matthews stated that a <br />"Halo" sign is not appropriate in the historic district and the back cannot be <br />mill finished aluminum. He recommended either a flat sign, or painted sign <br />with uplighting. Mr. Pena asked about a box sign. Commissioner Emmite <br />stated that would require resubmittal of the COA. On a motion by <br />Commissioner Emmite, seconded by Commissioner Matthews, the <br />Commission voted to table the COA for signage. Motion carried: Ayes 5; <br />Nays 0. <br />b. Certificate of Appropriateness, Facade Rehabilitation. Mr. Pena stated that he <br />ATM machine will now be behind the existing show window. The fabric <br />awning will be removed and replaced with a -pre-fab dark aluminum canopy <br />with aluminum tie -rods across the front. Commissioner Matthews questioned <br />
