ORDINANCE NO. <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF PARIS, TEXAS, <br />AMENDING ZONING ORDINANCE NO.1710 OF THE CITY OF PARIS, TEXAS, <br />AS HERETOFORE AMENDED, SO AS TO ALLOW A SPECIFIC USE PERMIT <br />(SUP) FOR TATTOO SHOP IN THE CENTRAL AREA DISTRICT (CA) ON <br />PART OF LCAD 13657, CITY BLOCK 6, LOT 7, LOCATED AT 116 SE 1sT <br />STREET; PROVIDING A REPEALER CLAUSE, A SEVERABILITY CLAUSE, A <br />SAVINGS CLAUSE, A PENALTY CLAUSE; AND PROVIDING AN EFFECTIVE <br />DATE. <br />WHEREAS, the Planning and Zoning Commission received a request for an <br />amendment to the Zoning Ordinance of the City of Paris for a specific use permit (SUP) for a <br />tattoo shop in the Central Area (CA) zoning district at City Block 6, Lot 7, LCAD # 13657, <br />located at 1161sT Street SE; and, <br />WHEREAS, on July 6, 2023, following notice and publication as required by law, the <br />Planning and Zoning Commission conducted a public hearing on the proposed amendment <br />to the City Zoning Ordinance for an SUP for a tattoo shop in the Central Area District (CA), <br />and, following said hearing, made formal recommendation to the City Council to approve the <br />requested specific use permit subject to the following conditions: <br />1. The applicant shall provide proof to the City of current licensure for the <br />operation of a tattoo studio by the Texas Department of State Health <br />Services. <br />2. The applicant shall obtain and maintain a valid Certificate of Occupancy <br />issued by the City of Paris for the business operation and comply with all <br />requirements therein. <br />3. The SUP shall expire one (1) year from date of discontinuance, unless a new <br />CO is applied for and approved by the City within that time frame. <br />WHEREAS, on July 24, 2023, following notice and publication as required by law, the <br />City Council of the City of Paris conducted a public hearing on the proposed amendment to <br />the City Zoning Ordinance, and having considered the recommendations of the Planning and <br />Zoning Commission and the testimony and evidence introduced at said public hearing, found <br />and determined that approving the aforesaid specific use permit with the stated conditions <br />would be consistent with the Comprehensive Future Land Use Plan of the City of Paris, <br />consistent with the City Zoning Ordinance, and in the best interests of the public health, <br />safety, and welfare of the citizens of the City of Paris by a vote of ayes and nays. <br />
