Approve RESOLUTION NO. 2023-032: APPROVE A RESOLUTION OF THE CITY <br />COUNCIL OF THE CITY OF PARIS, TEXAS SUPPORTING AN APPLICATION <br />FOR A GRANT FROM THE 2023 STATE HOMELAND SECURITY PROGRAM <br />AND THE ARK-TEX COUNCIL OF GOVERNMENTS FOR THE PURPOSE OF <br />FUNDING THE ACQUISITION OF POLICE BARRICADES; AUTHORIZING THE <br />CITY MANAGER AS GRANT OFFICIAL, THE FINANCE DIRECTOR AS <br />FINANCIAL OFFICIAL, AND THE ASSISTANT CHIEF OF POLICE AS THE <br />PROJECT MANAGER TO SIGN AND PREPARE DOCUMENTS NECESSARY FOR <br />APPLICATION FOR AND ADMINISTRATION OF SAID GRANT; MAKING <br />OTHER FINDING AND PROVISIONS RELATED TO THE SUBJECT; AND <br />PROVIDING AN EFFECTIVE DATE. <br />14. Approve the Master Plat of the Paris Jefferson Addition, Overall Site Plan, Block 1-25, <br />Lots 1-290, 91.2 acres. <br />Re2ular A Enda. <br />15. Approve the Final Plat of the RentOne Subdivision, Lots 1 & 2, Block A, LCAD 128379, <br />located in the 1300 Block of N.W. Loop 286. <br />City Manager Grayson Path expressed appreciation to Council for allowing Staff to move <br />this item to the Regular Agenda. Engineering Tech Derek Dacus explained that when Staff took <br />this item to the Planning and Zoning Commission, Staff recommended denial because of the <br />number of issues with the Plat. He said P&Z recommended approval subject to the conditions <br />being met as listed in the Staff memo. Mr. Dacus said there a flood plain on the property but it <br />was not reflected on the Plat, as well as several other issues. Steve Hudson with EST <br />Engineering said typically they did not have these type of issues on their work product. He said <br />he visited earlier with Andrew Mack and Derek Dacus about the listed issues in the Staff memo. <br />Mr. Hudson said he believes he answered all of the issues and he felt that they were all minor to <br />take care of and that some were drafting issues and typos. He also said the issue of not showing <br />the flood plain on the plat was clearly an issue on EST's part. He asked that Council approve the <br />Final Plat subject to the corrections or conditions being met. City Staff said they were fine with <br />it being approved, subject to corrections and conditions being met. <br />Subject to the recommended corrections to the Plat and conditions as set out in Staff's <br />memo being met, a Motion to approve this item was made by Mayor Pro -Tem Pankaj and <br />seconded by Council Member Pilgrim. Motion carried, 6 ayes — 0 nays. <br />16. Discuss, conduct a public hearing and act on ORDINANCE NO. 2023-040: AN <br />ORDINANCE OF THE CITY COUNCIL OF THE CITY OF PARIS, TEXAS <br />AMENDING ZONING ORDINANCE NO. 1710 OF THE CITY OF PARIS, TEXAS, <br />AS HERETOFORE AMENDED SO AS TO ALLOW A SPECIFIC USE PERMIT <br />(SUP) FOR A MIXED USE IN A GENERAL RETAIL DISTRICT (GR) IN CITY OF <br />PARIS BLOCK 249, LOT 7 AND PART OF LOTS 8 AND 9, LCAD #17943, <br />LOCATED AT 2500 AND 2514 LAMAR AVENUE, AND CITY OF PARIS BLOCK <br />249, PART OF LOTS 8 AND 9, LCAD #17944, LOCATED AT 2524 LAMAR <br />
