Regular Council Meeting <br />July 24, 2023 <br />Page 7 <br />Main Street Advisory Board was made by Council Member Savage and seconded by Council <br />Members Norment and Pilgrim. Motion carried, 6 ayes — 0 nays. <br />23. Discuss and approve the lowest bids received for water and wastewater treatment <br />chemicals for use in FY 2023-24. <br />Utilities Director Doug Harris said the bids for water and wastewater treatment chemicals <br />were scheduled annually and the bids before them were publicly opened on July 18, 2023. Mr. <br />Harris also said the overall total of all of the chemicals was $1,425,000.00. <br />A Motion to approve the lowest bids received was made by Mayor Pro -Tem Pankaj and <br />seconded by Council Member Norment. Motion carried, 6 ayes — 0 nays. <br />24. Discuss and provide direction to City Staff with regard to the Non -Profit Organization <br />Contracting Policy in preparation for receiving and reviewing applications at a future <br />meeting. <br />Assistant City Manager Robert Vine said this year marks the third year the City Council <br />will make the determination regarding organizations participating in the non-profit funding <br />assistance from the City, pursuant to the policy approved in February of 2021. Mr. Vine <br />explained that Staff advertised and received twelve applications, along with backup information. <br />He said Staff was seeking direction as to whether to have a special meeting to hear from the <br />organizations or if they wished to consider the applications during a regular City Council <br />meeting. <br />Following a short discussion about procedures and requirements, it was a consensus of <br />City Council to schedule a special meeting to limit the presentations to three minutes each and <br />that each organization would be required to have a representative at the meeting or that <br />organization would not be eligible for funds. <br />25. Convene into executive session pursuant to Section 551.074 of the Texas Government <br />Code, to deliberate the appointment, employment, evaluation, reassignment, duties, <br />discipline, or dismissal of a public officer or employee as follows: municipal judge. <br />Mayor Hughes convened City Council into executive session at 6:24 p.m. <br />26. Reconvene into open session and possibly take action on those matters discussed in <br />executive session. <br />Mayor Hughes reconvened City Council into open session at 6:47 p.m. Council Member <br />Savage left the meeting at 6:47 p.m. Mayor Hughes said it was a consensus of City Council to <br />instruct the City Manager to include a pay increase for the Municipal Judge in this budget. <br />27. Consider and approve future events for City Council and/or City Staff pursuant to <br />Resolution No. 2004-081. <br />
