9. Receive the 2023 tax appraisal roll from the Lamar County Appraisal District. <br />10. Receive the 2023 tax rate calculations. <br />11. Approve an Amended Hotel Occupancy Tax Agreement between the City of Paris and <br />the Lamar County Chamber of Commerce. <br />12. Approve a Resolution of the City of Paris, Texas, finding that Oncor Electric Delivery <br />Company LLC's application to amend its distribution cost recovery factor and update <br />generation riders to increase distribution rates within the City should be denied; <br />authorizing participation with the Steering Committee of Cities served by Oncor; <br />authorizing hiring of legal counsel; finding that the City's reasonable rate case expenses <br />shall be reimbursed by the company; finding that the meeting at which this Resolution is <br />passed is open to the public as required by law; requiring notice of this Resolution to the <br />Company and legal counsel. <br />Regular Agenda <br />13. Approve an Ordinance approving a Negotiated Settlement between the Atmos Cities <br />Steering Committee ("ACSC") and Atmos Energy Corp., Mid -Tex Division regarding the <br />Company's 2023 Rate Review Mechanism Filing; declaring existing rates to be <br />unreasonable; adopting Tariffs that reflect rate adjustments consistent with the Negotiated <br />Settlement; finding the rates to be set by the attached Settlement Tariffs to be just and <br />reasonable and in the public interest; approving an attachment establishing a benchmark <br />for pensions and retiree medical benefits; requiring the Company to reimburse ACSC's <br />reasonable ratemaking expenses; determining that this Resolution was passed in <br />accordance with the requirements of the Texas Open Meetings Act; adopting a Savings <br />Clause; declaring an effective date; and requiring delivery of this Ordinance to the <br />Company and the ACSC's legal counsel. <br />14. Discuss and act on a Resolution approving a Tax Abatement Agreement with Huhtamaki, <br />Inc. Pursuant to the 2020 Census, the subject Property located within City of Paris, Lamar <br />County, Texas, is included within an Enterprise Zone, which pursuant to the Texas Enterprise <br />Zone Act (Texas Government Code Chapter 2303) and the Redevelopment and Tax Abatement <br />Act (Texas Tax Code Sec. 312.2011) also constitutes designation of the area as a reinvestment <br />zone. The Reinvestment Zone is inside Northwest Loop 286 in Northwest Paris, Census Block <br />Group 482770006001032, for a planned investment to include $55 million in real property <br />improvements and $30 million in personal property for expansion of current operations. <br />15. Receive presentation from Mayor Hughes about the West Paris Town Hall Project. <br />16. Discuss and act on an Ordinance providing for the Repeal of Chapter 8, Article 8.02, <br />"Curfew for Children," including Sections 8.02.031 through 8.02.039 of the Code of <br />Ordinance of the City of Paris, Texas, and declaring the same to be null and void and of <br />no effect; repealing all Ordinances or parts of Ordinances in conflict herewith; making <br />other findings and provisions and providing an effective date. <br />17. Discuss and act on an Ordinance of the City Council of the City of Paris, Texas, <br />removing the no parking zone on the East side of 2nd Street S.W. from Austin Street to <br />Sherman Street. <br />
