Regular Council Meeting <br />July 24, 2023 <br />Page 6 <br />City Planner Andrew Mack said the applicant had requested a Special Use Permit in the <br />Central Area Historic Overlay District to expand an existing tattoo shop. He also said that the <br />Planning and Zoning Commission, and Staff recommended approval with the following <br />conditions: <br />1. The applicant shall provide proof to the City of current licensure for the operation of a <br />tattoo studio by the Texas Department of State Health Services. <br />2. The applicant shall obtain and maintain a valid Certificate of Occupancy issued by the <br />City of Paris for the business operation and comply with all requirements therein. <br />3. The SUP shall expire one (1) year from date of discontinuance, unless a new CO is <br />applied for and approved by the City within that time frame. <br />Mayor Hughes opened the public hearing and asked for anyone wishing to speak in <br />support or opposition of this item, to please come forward. With no one speaking, Mayor <br />Hughes closed the public hearing. <br />Subject to the three conditions being met, a Motion to approve this item was made by <br />Mayor Pro -Tem Pankaj and seconded by Council Member Savage. Motion carried, 6 ayes — 0 <br />nays. <br />20. Discuss, conduct a public hearing and take action regarding the petition of the City of <br />Paris for a Comprehensive Plan Amendment from Low Density Residential (LDR) to <br />Medium Density Residential (MDR) in the Springlake Addition, Block 6, Lots 1-12. <br />(This item was noticed for public hearing in error — no action is to be taken) <br />Mayor Hughes said there was no action to be taken on items 20 and 21, so they were <br />going to skip over those items. <br />21. Discuss, conduct a public hearing and take action regarding the petition of James <br />Martinez/Creative RE Investments LLC, for a zoning change from a One -Family <br />Dwelling District No. 2 (SF2) to a Two -Family Dwelling District (2F), LCAD 19795, in <br />the Springlake Addition, Block 6, Lot 12, located at 2801 E. Price Street. (This item was <br />noticed for public hearing in error — no action is to be taken) <br />22. Discuss and appoint one member of the Historic Preservation Commission to serve on the <br />Main Street Advisory Board. <br />City Clerk Janice Ellis reported that on June 2601 Chad Lindsey was appointed to the <br />Planning and Zoning Commission, which left a vacancy on the Main Street Advisory Board. <br />Ms. Ellis said the applicants who wished to be in the dual role of Main Street and the Historic <br />Preservation Commission, as allowed by Ordinance, were Arleigh White, Seth Johnson and Les <br />Shumake. <br />City Council voted on the applicants by the point system, and Ms. Ellis announced the <br />person receiving the most points was Seth Johnson.
