RESOULUTION NO. <br />DISCUSS AND ACT ON A RESOLUTION APPROVING AN INTERLOCAL <br />AGREEMENT BETWEEN THE CITY OF PARIS AND THE CITY OF NEW <br />BOSTON PURSUANT TO THE MOTOR VEHICLE CRIME PREVENTION <br />AUTHORITY (MVCPA) GRANT FOR FISCAL YEAR 2024; MAKING <br />OTHER FINDINGS AND PROVISIONS RELATED TO THE SUBJECT; <br />AND DECLARING AN EFFECTIVE DATE. <br />WHEREAS, for several years the Paris Police Department ("the Department") <br />has managed and benefited from the Texas Motor Vehicle Crime Prevention Authority <br />(MVCPA) Grant which exists to empower local law enforcement agencies and <br />communities to combat and prevent statewide motor vehicle crime; and <br />WHEREAS, the MVCPA is an evidence based, strategy driven and community - <br />centric network to support regional taskforces, improve coordination, deploy <br />equipment and provide clear messaging to end motor vehicle crime; and <br />WHEREAS, MVCPA also funds education campaigns to inform automobile <br />owners of methods to prevent motor vehicle burglary or theft; and <br />WHEREAS, in an effort to expand the Northeast Texas Auto Theft Task Force, <br />("Task Force") the Department would like to enter into an interlocal agreement with <br />the City of New Boston whereby the Department and New Boston Police Department <br />("NBPD") agree to accept the responsibility for their respective commitments <br />outlined in the subject Interlocal Agreement; and <br />WHEREAS, the Task Force will comprise one investigator from each <br />participating agency who will provide assistance to law enforcement agencies in a <br />defined nine (9) county coverage area of responsibility; and <br />WHEREAS, the MVCPA has approved a fiscal year - 2024, grant award of FOUR <br />HUNDRED FIFTY THREE THOUSAND, FOUR HUNDRED SEVENTY THREE DOLLARS <br />AND N0/100 ($453,473.00) which includes a cash match of TWENTY SEVEN <br />THOUSAND SIX HUNDRED EIGHTY TWO DOLLARS AND NO/100 ($27,682.00) by the <br />City of Paris and SEVENTEEN THOUSAND SEVEN HUNDRED SIX DOLLARS AND <br />NO/100 ($17,706.00) by the City of New Boston with the cash matches including <br />fringe and fuel costs; and <br />WHEREAS, the City of Paris and the City of New Boston believe it to be in their <br />mutual best interest to enter into an interlocal agreement in the form of Exhibit A <br />attached hereto for the fiscal year 2024 grant from the MVCPA Task Force; and <br />WHEREAS, the Department and NBPD agree to each accept the responsibility <br />and to adhere to all applicable federal, state, and local laws or regulations. <br />
