WHEREAS, said 2001 Comprehensive Plan and Future Land Use Plan and said <br />Land Use Plan Definitions were amended and adopted in May, 2008, and, <br />WHEREAS, in October of 2018, the City Council adopted significant revisions <br />to the Comprehensive Plan and the Future Land Use Plan; and <br />WHEREAS, the City Council of the City of Paris, Texas, received a request from <br />the Planning and Zoning Commission for an amendment to the Comprehensive Plan <br />and Future Land Use Map for Blocks 1-6 of the Springlake Addition, from East Price <br />Street to Cherry Street, between 28th Street Northeast and 30th Street Northeast <br />containing approximately fifteen (15) acres in the City of Paris, Texas from Low <br />Density Residential (LDR) to Medium Density Residential (MDR); and <br />WHEREAS, analysis of the existing conditions of the neighborhood including <br />the proximity to surrounding retail areas and a prior rezoning action to enable <br />construction of a duplex, supports such a change to the Comprehensive Plan and the <br />Future Land Use Map; and <br />WHEREAS, on August 7, 2023, the Planning and Zoning Commission <br />conducted a public hearing on said proposed amendment after notice and publication <br />as required by law, and, following said hearing, made formal recommendation to the <br />City Council in favor of said proposed Comprehensive Plan and Future Land Use Map <br />Amendment; and <br />WHEREAS, on August 28, 2023, after notice and publication as required by <br />law, the City Council of the City of Paris held a public hearing to receive input from <br />the citizens of the City of Paris regarding the proposed amendment to the Future Land <br />Use Map and continued the item with direction to staff to reduce the affected land <br />area from 15 acres to approximately 11.1 acres; and, <br />WHEREAS, on September 25, 2023, the City Council reconvened the public <br />hearing originally opened on August 28, 2023; and <br />WHEREAS, following the public hearing and consideration of the proposed <br />amendment to the Future Land Use Map for the City of Paris, the recommendation of <br />the Planning and Zoning Commission, and public testimony, the City Council <br />determined that this amendment would be in the best interest of the City of Paris and <br />its citizens, and the same should be approved. <br />NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY <br />OF PARIS, TEXAS: <br />Section 1. That the findings set out in the preamble to this ordinance are <br />hereby in all things approved. <br />Section 2. That the Future Land Use Plan Map for City of Paris, Texas shall <br />be amended to change the potential zoning classifications for the property described <br />as parts of Blocks 1, 2, and 3, and all of Blocks 4, 5, and 6 of the Springlake Addition, <br />comprising approximately 11.2 acres and more particularly described in Exhibit A <br />
