Item No. 8 <br />Memorandum <br />TO: Mayor, Mayor Pro -Tem, & City Council <br />Grayson Path, City Manager <br />FROM: Janice Ellis, City Clerk <br />SUBJECT: LAMAR COUNTY APPRAISAL DISTRICT BOARD MEMBER <br />DATE: October 9, 2023 <br />BACKGROUND: Every two years the City must provide the Chief Appraiser the name of its <br />nominee to serve on the LCAD board and cast its votes accordingly. All of the taxing entities are <br />allowed to nominate people to serve on the LCAD board. An entity's number of votes is <br />determined by a formula: [(entity tax levy divided by total tax levy) times 1,000] times 5. This is <br />not a straight appointment by the Council, but an election by the taxing jurisdictions based on <br />their relative tax levies. The current board members whose terms are expiring December 31, <br />2023, and wish to serve again are Clifton Fendley, David Dunmon, Kenneth Kohls, and Don <br />Biard. <br />STATUS OF ISSUE: The City must send their nomination(s) to the Lamar County Appraisal <br />District by October 15. The LCAD will prepare a ballot and return to the City and the City may <br />cast votes for as many nominees as they wish or cast all votes for single nominee. The actual <br />vote must be done by resolution in open meeting between October 31 and December 15. <br />At the City Council meeting of September 25, 2023, this item was discussed and it was the <br />consensus of the City Council for Mayor Pro -Tem Pankaj and Council Member Pilgrim to bring <br />to the next meeting a recommendation for the City Council to vote on. This item was tabled to <br />the October 9 City Council meeting. <br />BUDGET: NA <br />RECOMMENDATION: Nominate a candidate(s) for the LCAD board. <br />
