Item No. 8 Memorandum TO: Mayor, Mayor Pro -Tem, & City Council Grayson Path, City Manager FROM: Janice Ellis, City Clerk SUBJECT: LAMAR COUNTY APPRAISAL DISTRICT BOARD MEMBER DATE: October 9, 2023 BACKGROUND: Every two years the City must provide the Chief Appraiser the name of its nominee to serve on the LCAD board and cast its votes accordingly. All of the taxing entities are allowed to nominate people to serve on the LCAD board. An entity's number of votes is determined by a formula: [(entity tax levy divided by total tax levy) times 1,000] times 5. This is not a straight appointment by the Council, but an election by the taxing jurisdictions based on their relative tax levies. The current board members whose terms are expiring December 31, 2023, and wish to serve again are Clifton Fendley, David Dunmon, Kenneth Kohls, and Don Biard. STATUS OF ISSUE: The City must send their nomination(s) to the Lamar County Appraisal District by October 15. The LCAD will prepare a ballot and return to the City and the City may cast votes for as many nominees as they wish or cast all votes for single nominee. The actual vote must be done by resolution in open meeting between October 31 and December 15. At the City Council meeting of September 25, 2023, this item was discussed and it was the consensus of the City Council for Mayor Pro -Tem Pankaj and Council Member Pilgrim to bring to the next meeting a recommendation for the City Council to vote on. This item was tabled to the October 9 City Council meeting. BUDGET: NA RECOMMENDATION: Nominate a candidate(s) for the LCAD board.
