MINUTES OF THE REGULAR MEETING <br />HISTORIC PRESERVATION COMMISSION <br />CITY OF PARIS <br />WEDNESDAY, SEPTEMBER 13, 2023 <br />The HISTORIC PRESERVATION COMMISSION of the City of Paris met for a regular <br />meeting on Wednesday, September 13, 2023, at the City Council Chambers. <br />Present: Commission Members: Matt Coyle <br />Linda Vandiver <br />Absent: <br />Tracy Dougherty <br />Jessica Holtman <br />Seth Johnson, Alternate <br />Arleigh White <br />Jennifer Long <br />Les Schumake, Alternate <br />City Representative: Cheri Bedford, Historic Preservation Officer <br />'Aildrew Mack, Director of Planning and <br />Community Development, City of Paris <br />Guests: Maurice Negrete <br />Barbara Wilson <br />Curtis Fendley <br />Randy Hider <br />Jason Hogues <br />Jamie Mendoza <br />David Suarez <br />1. The meeting was called to order by the Vice -Chairman, Commission Matt Coyle at 4:04 pm. <br />2. Citizens forum — Curtis Fendley spoke against the COA for Randy Hider to build a duplex on <br />Church Street. He noted that when the HPC was formed in 2004, he was Mayor of Paris. A <br />committee was formed at that time to study the multi -family designation on Church Street <br />and South Main Street. He expressed concern that the multi -family areas on S. Main have <br />deteriorated since that time. He applauded Mr. Hider on the work he has done on the single <br />family houses he has restored and built, but Mr. Fendley said he and his neighbors do not <br />want multi -family homes. He also noted that Mr. Hider has a history of selling the properties <br />he restores and builds and there is no assurance he will continue to maintain that property <br />himself. Mr. Randy Hider came forth and stated that the property was zoned multi -family <br />when he purchased it. Andrew Mack stated that this area is already zoned multi -family and <br />that this is an issue for Planning and Zoning Commission and the issue before this <br />Commission is for planning and design and not zoning, land use and architecture. No one <br />else came before the Commission. <br />
