Item No. 15 <br />Memorandum <br />TO: Mayor & City Council <br />Grayson Path, City Manager <br />Robert Vine, Deputy City Manager <br />Doug Harris, Assistant City Manager <br />FROM: Michael Smith, Director of Public Works <br />SUBJECT: AGREEMENT WITH GARVER TO PERFORM A LEAD SERVICE LINE <br />INVENTORY <br />DATE: October 23, 2023 <br />:: • . s �1i1�] <br />EPA promulgated the Lead and Copper Rule (LCR) on June 7, 1991 to protect public health by <br />minimizing lead and copper levels in drinking water. Since then, a series of revisions have been <br />made to the LCR, the most recent being August 4, 2022. This revision implements a mandate for <br />public water supplies to complete a Lead Service Line Inventory (LSLI) of their distribution <br />system by October 16, 2024. TCEQ is the regulatory authority in Texas responsible for insuring <br />public water supplies are in compliance with the requirement. <br />STATUS OF ISSUE: <br />When the City received notification from TCEQ for the LSLI, staff began reviewing available <br />options to complete the mandated work. Due to the magnitude of the project, a determination was <br />made to seek the services of a third -party contractor. Garver submitted a professional services <br />agreement in the amount of $118,158.00 for the scope of work. An estimate was received from a <br />different contractor in the amount of $160,000.00. Following completion of the mandated LSLI, <br />water distribution lines identified as containing lead will be scheduled for replacement; for this <br />reason, there is an effect on the finalization of proposed mill & overlay projects. The City will <br />prioritize mill & overlay projects based on information identified in the LSLI. The City Manager <br />will be presenting an overview of mill & overlay projects at a future City Council meeting. A <br />copy of the professional services agreement with Garver is attached. <br />
